BRAC envisions a world free from all forms of exploitation and discrimination where everyone has the opportunity to realise their potential. The organisation was founded in Bangladesh in 1972 and acts as a catalyst, creating opportunities for people to transform their lives. BRAC uses an integrated model to change systems of inequity, through social development programmes, humanitarian response interventions, social enterprises, socially responsible investments and a reputed university. The majority of the organisation’s work is self-financed and operates in conflict-prone and post-disaster settings in 11 countries across Asia and Africa.

BRAC has been working in Cox’s Bazar for the last 36 years including with the Rohingya population from previous influxes and has implemented a holistic, multi-sector response. Since 25th August 2017 to till date, more than a million forcibly displaced Rohingyas fled to Bangladesh from Myanmar. They require immediate, ongoing humanitarian services to address their basic needs. Besides this 5,61,126 Bangladeshi host community members are also suffering as their land is currently being occupied by the displaced Rohingya people which is badly affecting their livelihood and other services. BRAC’s work includes an initial phase of focused services to address the most urgent needs of the stated communities. Now, in organised phase, BRAC is deepening this sectoral response with a focus on integrating disaster risk reduction into its regular interventions by following a humanitarian-development approach.

Initiatives on Agriculture and Environment, Child Protection, Disaster Risk Reduction, Education, General Food Assistance, Health and Nutrition, Shelter and NFI, Protection, Site Management Support and Skill Development and WASH are planned and implemented in close coordination with the Government of Bangladesh and other partners through the Inter Sector Coordination Group (ISCG). We are pursuing an adaptive, phase-wise strategy that sequences interventions to provide integrated services to everyone affected by the crisis.

BRAC is actively implementing comprehensive interventions designed to meet the immediate needs of vulnerable people while supporting them to build skills, resilience and awareness that will facilitate their long-term wellbeing as the situation evolves in partnership with the Government of Bangladesh, UN agencies, various donors and local NGOs.

The BRAC Humanitarian Crisis Management Programme (HCMP) team is one of the largest in Cox’s Bazar, working in 11 sectors and working groups, covering 34 camps, and host communities. HCMP has over 2,400 staff and around 5,000 volunteers providing essential services from primary health care and nutrition, learning, skill development and psychosocial counselling, to building latrines, shelters and community gardens. We provide site management support in 07 camps, where we support the government-appointed Camp-in-Charge in administering and coordinating services.

  • Responsible for supervision and management of all camp/project staff and activities in the camp, including shelter construction, community mobilization, protection, camp management, WASH, education and distributions
  • Ensure the effective establishment of appropriate sectoral coordination mechanisms in camp level Ensure that responses are in line with existing policy guidance and technical standards and relevant government, human rights, and legal obligations
  • Responsible for oversight and coordination of all sector activities
  • Coordination of finance, administration, quality assurance and logistics related to project implementation
  • Maintain coordination with Camp in Charge and UNHCR
  • Through the Government of Bangladesh camp coordination mechanism, contribute actively to strategic discussions related to the overall camp management
  • Achieve all project deliverables as per the approved agreed work plans and JRP indicator targets
  • Develop, submit and track progress against Procurement Plan, engaging support services such as Supply Chain, Finance and Operations to Ensure close follow up, delivery and distribution of high quality, on-time, on-budget procurement
  • Ensure adequate care and maintenance of camp infrastructure, or if applicable, initiate new construction
  • Supervise all contracts and services related to construction, camp maintenance and infrastructure, and other related services, in collaboration with Supply Chain and Operations
  • Assess protection and assistance needs of the camp population on a regular basis, with due consideration to age, gender and diversity
  • Identify the gap in service provision to refugees, proactively referring those gaps to relevant forums or advocating with government authorities or humanitarian partners for additional support
  • Coordinate all activities by all humanitarian partners to avoid duplication and monitoring that protection considerations are mainstreamed in all sectors
  • Continually maintain and develop governance and community participation mechanisms in camp, ensuring that the voices of men, women, boys, girls and groups with specific needs are heard and represented
  • The Camp Manager is responsible for the management of program activities and operations in the camp, and logistics related to the management of the camp and actively promotes the participation of the camp population in decision making about the camp
  • Lead camp management coordination meetings
  • Participate in other coordination meetings related to the camp
  • Ensure effective leadership and representation in forums led by local, ISCG, RRRC and others
  • Ensure high-quality project reports are submitted timely in order to track progress, measure impact, enhance accountability and inform future programming according to UNHCR and BRAC requirements. Project reports include narrative, indicator tracking, and financial
  • Ensure adequate monitoring mechanisms are in place to review the impact of the sector and progress against implementation plans
  • Mitigating tensions and conflict within the site by ensuring equal access to assistance and services, transparent information dissemination, clarity of procedures and the establishment of complaint and feedback mechanism
  • Adapt relevant policies and guidelines and technical standards to the context of crisis. Ensuring cluster/sector members are aware of policy guidelines and technical standard
  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Educational Requirements:

Bachelors from any reputed University. Candidates having graduation/ post-graduation on international affairs, international development, Humanitarian programme will get preference

Experience Requirements:

Minimum 5 years of experience in the relevant field. Previous international experience is required and experience in conflict zones desirable. Have previous experience in camp management will be preferred

Additional Job Requirements:

  • General technical knowledge of camp management, building community resilience, protection of civilians, human rights, health programming, WASH or education
  • Familiarity with UN and multilateral donors; Previous work experience with UNHCR a plus
  • Demonstrated of protection, community resilience or social accountability models of governance, refugee issues, human rights - technical knowledge in any or all of these sectors is an advantage
  • Strong diplomacy and proactive problem-solving skills required
  • Experience in logistics, planning, procurement and management of field operations
  • Excellent analytical/ problem-solving skills and detail-orientation
  • Excellent English communication skills (oral and written)
