USAID Enhancing Quality of Healthcare Activity II (USAID-EQHA II) is a five-year project (October 23, 2023 – October 22, 2028) led by FHI 360 and partnership with KHANA, Kawsang, ThinkWell, and Data Elevates that aims to further improve and sustain service quality by strengthening a harmonized Cambodian high-quality health system that will lead to better health outcomes for all Cambodians.

EQHA II builds on the successes to date of the Royal Government of Cambodia (RGC) and development partners and aim at achieving three objectives:

Improved evidence-based policy, guidelines, strategies for more effective and efficient health systems Improved individual and institutional capacity of the public and private sectors to implement, monitor, and evaluate QA according to the national standards. Improved individual and institutional capacity of subnational health systems to provide quality services to address emerging national program priorities.

JOB SUMMARY:

The Surveys and Surveyor Management Specialist will work under the supervision of the Team Lead, Healthcare Accreditation and Regulation. S/he will be responsible for providing capacity building to hospitals, health centers, and other types of surveyors from the public and private sectors. S/he will plan, develop and implement a surveyor continuing education program, develop survey tools, develop a mock survey plan and surveyor management plan to meet the mock survey needs, write policies and procedures related to surveys and survey management for the Cambodia Healthcare Accreditation Commission (CHAC), prepare a code of ethics and behavior for surveyors, develop a surveyor contract, develop a surveyor performance appraisal tool and evaluate all surveyors annually, manage survey activity including liaise with hospitals and health centers, assisting in development of the survey timetable, developing and implementing facility survey evaluations of the survey/mock survey process and surveyors, maintaining surveys and surveyor statistics, and developing indicators to track to improve the survey/mock survey process.

KEY RESPONSIBILITIES:

Technical Support:

  • Develop and conduct surveyor certification courses for surveyors from both the public and private sectors.
  • Provide guidance and resources to enhance the skills and knowledge of surveyors in areas such as survey methodologies, data collection techniques, and regulatory compliance.
  • Ensure that surveyors are well-prepared and equipped to conduct surveys effectively and in accordance with healthcare accreditation standards.
  • Design and create comprehensive survey plans, outlining the objectives, scope, and timelines for each survey activity.
  • Develop the surveyor management plan.
  • Prepare the surveyor job description.
  • Write policies and procedures required to manage healthcare accreditation surveys/mock surveys.
  • Develop survey tools and questionnaires that are tailored to the specific needs of each survey, ensuring they are clear, unbiased, and capable of collecting relevant data.
  • Identify and assign survey teams or individuals responsible for conducting surveys, specifying their roles and responsibilities.
  • Collaborate with the relevant departments within the Ministry of Health (MoH) to align survey activities with broader healthcare goals and initiatives.
  • Ensure seamless coordination and communication with subnational departments or offices to facilitate the implementation of survey activities at the regional or local level.
  • Establish and maintain working relationships with stakeholders involved in healthcare regulation and accreditation.
  • Stay up-to-date with healthcare regulations, standards, and guidelines that are applicable to survey activities.
  • Oversee the collection of survey data and its subsequent analysis to derive actionable insights.
  • Prepare comprehensive reports summarizing the findings from surveys, making recommendations for improvements or changes in healthcare practices, policies, or regulations.
  • Present survey results to internal stakeholders and regulatory bodies as needed.
  • Maintain clear and organized documentation of all survey activities, plans, reports, and related materials.

    Surveyor management:

    • Oversee the management of certified surveyors and surveyor and inspector and surveyor trainees.
    • Conduct annual performance appraisals, identifying and recognizing positive performance and areas for improvement of certified surveyors.
    • Review Team Leader surveyor timetables, and survey reports, including editing and ensuring the report reflects the requirements of the standards.
    • Conduct ongoing assessments of surveyors, and provide induction, training, coaching, mentoring, and counseling to ensure surveyors maintain and improve knowledge and skills.
    • Conduct selection, orientation, training, & evaluation of surveyors.
    • Determine the number, dates, and resources needed to train surveyors and inspectors.
    • Determine the cost of doing a survey.
    • Manage expenses of surveyors.

          QUALIFICATIONS:

          • Cambodian National
          • Certified Surveyor
            • Master’s Degree in Nursing, Midwifery, Medical, Public Health and/or any other relevant heathcare subject. Medical doctor who is certified to be a surveyor is a plus.
            • Five years experiences working in a hospital in a managerial or clinical position.
            • Good experience working in managing data collection and technical assistance experience with INGOs or relevant institutions.
            • Degree in healthcare and experience in healthcare system is preferrable.

              EDUCATION/EXPERIENCE:

              • Certified Surveyor
                • Master’s Degree in Nursing, Midwifery, Medical, Public Health and/or any other relevant healthcare subject. Medical doctor who is certified to be a surveyor is a plus.
                • Five years experiences working in a hospital in a managerial or clinical position.
                • Good experience working in managing data collection and technical assistance experience with INGOs or relevant institutions.
                • Degree in healthcare and experience in healthcare system is preferrable.
                • Experience in doing accreditation surveys as a team leader and team member.
                • Experience in preparing a survey timetable.
                • Expertise in survey methodologies, including tools for surveyors.
                • Awareness of using survey software and tools to do surveys and for data collection and data analysis.
                  • Aware of the laws and regulation in Cambodia related to hospitals, health centers, and health professional licensing.
                  • Ability to work well with others and to develop and maintain compatibility among project staff and stakeholders.
                  • Ability to negotiate and find acceptable solutions when problems emerge.
                  • Well-developed written and oral communication skills in Khmer and English.
                  • Excellent interpersonal communication skill.
                  • Ability to manage activities, set realistic priorities, and plan for the successful implementation of programs.
                  • Ability to work independently under minimal director.
                  • Takes initiative to solve problems with they arise.
                  • Comfortable being proactive, taking risks and accepting the consequences if things go wrong, learning from mistakes and continually improving at work.
                  • Planning, organizational and scheduling skills.
                  • Computer literate with skills in the use of Microsoft Office software (Word, Excel, PowerPoint) and technology skills; willingness and ability to learn new programs and technology as required.
