Terms of ReferenceOperational Context:
The Survey Specialist Consultant will report to the Senior Programme Officer and the Statistics and Data Analysis Officer. The Survey Specialist Consultant will work in close collaboration with Protection and other sections. The consultant will be based in Dakar, serving the West and Central Africa region. The focus of this position will be on UNHCR’s new Results Monitoring Surveys (RMS) and will involve advanced data analysis and statistical modeling.
High-quality data is central to the success of UNHCR’s efforts to safeguard the rights and well-being of persons of concern. The Survey Specialist Consultant will contribute to the development and implementation of RMS in the region, including through mission travel where required and requested by operations. This work will feed into UNHCR’s Results-Based Management system, led by the Division of Strategic Planning and Results.

Minimum Qualifications:
• University Degree (Bachelor’s, Master’s or PhD equivalent) in Statistics, Economics, Demography, Quantitative Social Sciences, or related field.
• Minimum of 3 years of experience with Bachelor’s degree (or 2 years with Master’s and 1 year with PhD) in support to designing and implementing household surveys, preferably at a national scale, out of which at least 2 years are in face-to-face surveys, preferably in low- and middle- income countries.
• Advanced skills in statistical analysis using statistical software. Knowledge of R is a distinct advantage. Knowledge of other statistical software an asset.

Relevant Job Experience:

Essential:
• Experience in planning, monitoring, and evaluation in an international development and/or humanitarian context.
• Advanced skills in statistical analysis using statistical software (R, Stata, etc.).
• Experience in setting up systems and rolling out monitoring frameworks.
• Experience in results-based management.

Desirable:
• Experience in collaborating with UN development or humanitarian actors.
• Experience in data management and statistics, including surveys and indicator management.
• Experience with GIS software.
