Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    Introduction

    Since 2013, the ILO has closely collaborated with and supported the Government of Bangladesh in enacting major legal and administrative reforms to uphold labour rights and improve workplace safety. Notable reforms include amendments to the Bangladesh Labour Act (BLA) in 2013 and 2018 the adoption of the Export Processing Zone (EPZ) Labour Act (ELA) in 2019, the formulation of the Bangladesh Labour Rules in 2015 and its amendment in 2022, as well as the formulation of the Bangladesh EPZ Labour Rules in 2022. While progress has been made, there is a need for effective institutional mechanisms to support the implementation of the new legislative framework.

    To maintain momentum and support Bangladesh's smooth graduation from LDC status, the CO Dhaka Office is working together with the Government of Bangladesh's and social partners under its Bangladesh Decent Work Country Programme (DWCP) for continued support to labour reform as per the ILO GB Road map of actions and Bangladesh National Action Plan (NAP) on the Labour Sector of Bangladesh (2021-2026).

    This work is organised under Labour Administration and Working Conditions (LAWC) cluster that is a composite of several individual development cooperation projects and is operated through seven technical work units: International Labour Standards, Labour Administration Reform, Labour Inspection, Occupational Safety and Health, and Industrial Safety, Social Dialogue as well as the Better Work Bangladesh unit. These units are coordinated under the overall leadership of a cluster program manager, with administrative, finance, general, and technical services provided by a Cluster Support unit.

    The breadth and depth of work required for this cluster of programmes will require a talented team that is able to grasp the complexities of the cluster approach, work cooperatively and deliver quality technical work as a team.

    Objective:

    The main purpose of this position is to support the efficient implementation of projects within the LAWC cluster, while ensuring synergies and collaboration with other LAWC cluster teams.

    Roles and Responsibilities:

    The incumbent provides procurement support services performing a variety of tasks in an efficient, effective, and client-oriented manner. Such tasks contribute to the timely and effective functioning of operations and may encompass duties related to document preparation,

    Reporting lines

    Under the guidance of the Programme Manager of the Labour Administration and Working Condition Cluster (LAWC) and the direct supervision of the Operations Manager, the incumbent will contribute to the implementation of the LAWC in the areas of his/her competence.

    Description of Duties

    1. Analyse and evaluate information regarding vendor’s performance that regards quality, prices, delivery, equipment and procurement performance in respect of the Office’s requirements.
    2. Evaluate bids and exchange information with suppliers to ascertain their commitment and ability to meet specific requirements and accept new contracts. Provide technical support on all aspects of bid evaluations related to the procurement of diverse services and commodities, taking into account local economic and other conditions.
    3. Provide information on items specifications and prices. Conduct market research to keep abreast and developments; research and analyse statistical data and market reports, production patterns and availability of the goods and services to be concerned.
    4. Place purchase orders for equipment, materials and supplies as approved by the chief.
    5. Analyse procurement plans submitted by Requesting units. Plan associated procurement actions, involving analysis of a wide range of procurement issues, and identification of possible courses of action. Establish and maintain a work program and schedule for ongoing and newly planned procurement activities associated with programs/projects.
    6. Prepare, oversee the preparation of and conduct Requests for Quotations (RFQs), Invitations to Bid (ITBs) and Requests for Proposals (RFPs) using, where applicable, ILO e-tendering system. Analyse and evaluate vendors' proposals in respect of the Organization's requirements.
    7. Develop and formulate procurement project strategies and design solutions to resolve issues/conflicts arising from complex procurement projects, in consultation with the supervisor.

    9. Draft and oversee the drafting of contracts and provide advice to Requesting units and recipient entities on contractual clauses in consultation with concerned specialists as required. Ensure adherence to contractual agreements, recommend amendments and extensions of contracts, and advise concerned parties on contractual rights and obligations.
    10. Extract specific data, compile and maintain statistics and prepare analytical reports for management relating to the procurement activities of the Office.
    11. Based on terms of reference, offers, established rules, regulations, policies and ILO requirements, draft contracts within the delegated financial authority and provide advice to projects/requesting units and recipient entities on standard contractual clauses, as required in consultation with concerned specialists as required. Monitor adherence to contractual agreements, recommended amendments and extension of contracts, and advise concerned parties on contractual rights and obligations.
    12. Perform back-up duties of other Projects and Country Office procurement as needed in order to maintain optimum performance level during the absence of other procurement member.
    13. Perform other duties as assigned by the supervisor.

    Required qualifications

    Education

    Completion of secondary school education. Training in an area related to general administration and office support.

    Experience

    Minimum seven years of experience in procurement, preferably in public procurement, including in government, I/NGOs, UN agencies and/or other bi/multi-lateral organizations.

    Languages

    Excellent command of Bangla (written and oral) and a good knowledge of English (written and oral)

    Technical requirements:

    ⦁ Thorough understanding of the prevailing policies and practices of public procurement
    ⦁ Ability to carry out assignments in accordance with instructions and guidelines.
    ⦁ Ability to use analytical tools and qualitative and quantitative techniques.
    ⦁ Ability to conceptualise, plan, coordinate and conduct straightforward research work and apply laws, regulations and policies. Knowledge of office financial rules and regulations.
    ⦁ Knowledge of negotiated procurement procedures and the pertinent laws and regulations. Computer and data management skills.
