Back Site Construction Engineer

Ma3an is a five-year (2018-2023) USAID-funded project with the goal to increase youth participation in civic and political life, address youth grievances, and prevent radicalization in Tunisian communities vulnerable to violent extremism. Ma3an’s objectives include Youth are equipped with skills and engaged in civic actions with local actors to address their communities’ needs and grievances (Positive Youth Development - PYD), and Tunisian capabilities to prevent and counter violent extremism are enhanced (Preventing Violent Extremism- PVE). At the community level, Ma3an uses a community-driven PYD/PVE model to inform and support sustainable interventions through ongoing collaboration between community actors that are inclusive, participatory, and solutions-focused. These include working with and through local CSO partners to understand local dynamics in each community; and implement community driven PYD/PVE programming involving youth, local NGOs, local government, and other community leaders through community-specific grants.

Position Responsibilities:

• Manage the contractor inspection request and coordinate with the civil engineer, technical team, and the regional project manager.
• Follow up the construction progress and report eventual delay, flag in advance, potential issue that may cause work delay.
• Coordinate between the contractor and the site authorities.
• Prepare periodic reports and documentations including but not limited to field site visits.
• Inspect executed work and assure conformance to design, materials, specifications, codes, and standard.
• Prepare and follow up the purchase Request for the project items/equipment’s and generate the delivery dates plan as per the site activities progress.
• Create and update regularly field office progress trackers.
• Able to establish site renovations needs and budget estimation.
• Coordinate closely with different departments to ensure the respect of implementation timeline and deadlines.
• Report to the technical team with the relevant findings.
• Manage the material approval request submitted by the contractor and seek technical team and site authorities review and approval.
• Support the regional team in collecting cost share.
• Maintains project construction database.
• Performs other duties as required.

  Minimum Requirements

  • Bachelor’s degree or Diploma in civil engineering
  • Minimum 5 years’ experience exclusively in fit out, building renovations /construction
  • experience.
  • Ability to manage multiple tasks.
  • Experience on project design and tender package preparation.
  • Fluency in written and spoken Arabic, English, and French is a must.
  • Proficient use of Microsoft Office 360
  • Familiar with AutoCAD 2D and Revit.
  • Good problem-solving skills, well organized and detailed oriented.
  • Ability to analyze and interpret data, identify errors, and prepare reports.
  • Ability to work in Ma3an 33 communities.
