Short-Term Observation Coordinator: Guinea
The National Democratic Institute for International Affairs (NDI) seeks a short-term Citizen Observation Coordinator with election observation training and management experience to support over a four-month period the implementation of a citizen election observation program in Guinea. The Citizen Observation Coordinator will provide technical assistance on strategic planning, training, observer deployment, and reporting to a broad-based Guinean coalition of civic organizations to observe legislative elections in February 2020 and plan for observation of presidential elections expected in October 2020.
The upcoming elections are expected to be held in an environment of high tensions between the government and opposition groups and with the prospect of a potential referendum on amending the country's constitution outstanding. Legislative elections, scheduled for February 16, 2020, will represent the second multiparty democratic parliamentary elections in the country's history.
The Citizen Observation Coordinator will support Guinean citizen observation groups to play their key role in monitoring the electoral process. NDI's support to the citizen election observation coalition will include training on international principles and best practices for citizen election observers; support for observer deployment based on a country-wide proportional deployment strategy; support to database deployment; assistance with data collection and contact management; and design of a strategy to analyze and communicate findings and key messages during the pre-election, election, and post-election periods. Technical assistance to the group will also include the operationalization of international best practices for funds disbursement; financial management; and monitoring, evaluation and reporting on the program. The Citizen Observation Coordinator will support the coalition to develop viable structures and processes for internal operations, including those related to internal communications, program management, program reporting and monitoring and evaluation, program financial management and reporting.
The position will be based in Conakry, Guinea, and will require travel throughout the country. This is an unaccompanied post. Based on funding availability, this post may be extended for up to seven additional months through the presidential election period, currently expected to be held in October 2020.
Responsibilities:
Consult regularly with Conakry and Washington-based staff on program progress and draft and submit field reports to the NDI/Guinea that monitor and measure program results and political developments.
Qualifications:
Minimum six (6) years of relevant work experience with citizen election monitoring, election campaigns, civil society capacity building, organizational development and/or promoting civic participation. Experience in Sub-Saharan Africa preferred;
Bachelor's Degree, preferably in international development, political science, or management. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis;
Demonstrated knowledge, experience, and competency in electoral programming, including the use of systematic election observation methodologies, and in utilizing innovative technological tools for citizen observation;
French Fluency written and verbal required
Extensive experience in developing election monitoring manuals, training simulations, deployment strategies, checklists, and advocacy plans;
Significant training experience and workshop design and facilitation skills;
Proven ability to manage financial reporting, including initiating and managing subgrants and assisting local groups to strengthen their organizational development;
Experience implementing USG-funded programs and managing budgets;
Ability to communicate skills and experience to others as a trainer and advisor;
Demonstrated ability to effectively interact with all levels of staff;
Experience incorporating gender and marginalized populations into election observation work;
Excellent analytical skills to conduct and apply sophisticated political analysis to programmatic activities;
Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders;
Living/working experience outside of the US preferred;
Experience working in a non-English speaking multicultural work environment and promoting staff development;
Ability and willingness to travel to regional locations that may be remote and difficult to reach, including for extended periods of time;
Working knowledge of Microsoft Windows environment, Google applications, email technology, and spreadsheets; and
Demonstrated experience analyzing election data using Microsoft Excel, Google Sheets, Python, R, Stata and/or SPSS.
