The International Water Management Institute (IWMI), a CGIAR Research Center is seeking an innovative & multi skilled candidate to join its office in Lahore, Pakistan, as a Senior Research Officer \u2013 Agricultural Economics.

The Senior Research Officer is responsible for performing a variety of tasks related to the economic analysis of all project activities under various bilateral and CGIAR\u2019s Initiative projects at IWMI Pakistan office. The incumbent will assist in conducting analytical work related to agriculture subsidies, and economic assessment of water productivity for agriculture and water sectors to support the implementation of national policies (water and food security) and Provincial Water Acts in KP and Punjab. The successful candidate will contribute to research activities, including literature reviews, field data collection, analytical work, policy analysis, and coordination with stakeholders and project partners in the water and agriculture sectors. The person will also organize project-related events, workshops, training, and fieldwork involving various stakeholders, and contribute to writing donor reports and research publications.

DUTIES & RESPONSIBILITIES:

  • Assist in developing standard economic and financial analytic methodologies necessary to complete economic analyses and reports required for agriculture and water management studies across Pakistan.
  • Aid in undertaking impact assessments of solar subsidies, reviewing their impact on groundwater pricing studies, and assisting in formulating water licensing plans for all sectors (agriculture, domestic, industry, and environment).
  • Support in conducting quantitative analysis using various data sources, including labor force and household surveys, administrative records, and geospatial information to prepare reports and summaries on economic factors for assessing impacts (without and with project interventions).
  • Develop an economic framework for baseline and subsequent annual economic assessments of water productivity for various sectors within the projects.
  • Integrate research findings into effective economic policy recommendations and disseminate information through relevant guidelines and policy briefs.
  • Support the adoption of practical, science-based policy solutions and decisions by national and international partners, authorities, governments, and donors.
  • Conduct cost-benefit and return-on-investment analyses to evaluate water infrastructure, management, and policy decisions.
  • Draft project and research reports.

    EDUCATIONAL QUALIFICATIONS & EXPERIENCE:

  • Master\u2019s degree in Agriculture Economics or Economics with coursework in statistics and quantitative analysis for natural resources management.
Training in econometric methods using micro-data or data science techniques. Minimum of 6-7 years' research experience in natural resources management. Demonstrable knowledge and experience in the agriculture sector. Proven record of peer-reviewed scientific publications in well-reputed international journals. Proven working experience with various stakeholders, including government, international development organizations, academics, and the private sector.

KNOWLEDGE, SKILLS & ABILITIES:

Good technical knowledge in quantitative methodologies, including a deep understanding of applied econometrics (both cross-sectional and time series). Excellent working knowledge of agricultural economics and relevant policy development initiatives (Food Security and Water) in Pakistan. High level of proficiency in Windows, Microsoft Office, and specialized quantitative and qualitative software for economic analysis and modeling. Strong analytical skills. Well-developed personal organization and priority-setting skills coupled with the ability achieve stretch targets. Ability to adapt to changing priorities and new procedures quickly. Strong attention to detail, precision, and problem-solving skills. Demonstrable service-oriented approach. Adherence to organizational values, ethics, and work with professional integrity. Good management and leadership skills with a solid understanding of relevant cross-cultural issues & emphasis on establishing a balance between strategic guidance and team empowerment. Demonstrable high level of autonomy, initiative, expert judgment, adaptability, and flexibility. Excellent oral and written language skills in English, including effective listening and strong verbal and written communication abilities. Proficiency in Urdu is highly preferred.

This is a nationally recruited position and only candidates who are eligible to work in Pakistan will be considered. The duration of the contract will initially be for a period of three years with the possibility of extension.
