Background:

The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.


Tasks and Responsibilities:

The Senior Project Assistant will work under the Extra-Budgetary Project of “Stabilisation of Tajikistan’s southern border region with Afghanistan”. Under the overall supervision of the Project Manager, the successful candidate will be tasked with the following duties:

Is responsible for overall coordination of administrative tasks related to day-to-day management of project activities both internally within the project and with other POiD units (FAU, OHoO); Under the guidance of the Project Manager, preparing, disseminating and tracking weekly and monthly schedules of project activities, tracking their progress and providing feedback to the PM accordingly; Assuming overall responsibility for the planning, organization and conduct of project-related events: official meetings, training course opening/closing ceremonies etc.; Drafting/responding to official correspondence on programmatic matters on request from the PM (also involves translation); Collecting inputs from team members and compiles weekly, monthly and progress reports for the PM; In cooperation with the project’s National Finance and Budget Officer, tracking project’s budget expenditures and prepares monthly financial reports for the PM; Liaising with external stakeholders to arrange meetings, schedule project activities and seek information; Raising PRs for project activities and provides other administrative support for the Project Manager, including drafting OTAs and Travel Claims; Providing language support for the Project Manager through spoken interpretation and written translations; Drafting news items, press releases and visibility features on the project activities in co-ordination with the OHoO Press and Public Information Unit; Maintaining and managing all paper and electronic documents of the project to ensure the archive is complete, well-structured and accessible to the project team; Providing background information and suggested talking points on the project to the Office of Head of Office, upon request; Performing any other tasks as assigned.

Necessary Qualifications:

Secondary education supplemented by formal training in office administration or project management; A minimum of six years of experience in programme or project administration or management; A minimum of two years of demonstrated office management experience, such as records management and schedule management; Computer literate with practical experience with Microsoft applications; Excellent written and spoken communication skills in English, Russian and Tajik languages; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Monthly remuneration, subject to social security deductions, is 897.41 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
