Reporting to the Chief, Procurement, the position will be responsible for ensuring that projects financed by the Bank comply with NDB’s Procurement Policy and members’ procurement country systems, and follow good practices and standards.

The position is responsible for procurement due diligences, procurement risk assessments and risk-based review of Bank-financed projects and for providing procurement solutions to operations.

Specific responsibilities include but not limited to:

Support the development, revision and implementation of NDB’s Procurement Policy. Ensure that the procurement of goods, works and services for Bank financed projects is conducted in a fair, competitive, ethical and transparent way, in line with the Bank's Procurement Policy and member countries’ procurement systems. Provide inputs and recommendations for updating guidelines for procurement, taking into account the Bank's Procurement Policy and member countries’ procurement systems. Periodically review member countries’ procurement systems and conduct gap analysis against NDB’s procurement requirements. Participate in project processing, appraisal, and implementation to ensure projects’ compliance with the Bank's Procurement Policy and member countries’ procurement systems. Conduct project procurement risk assessments and provide risk mitigation inputs to the projects’ teams. Undertake risk-based review, as needed, of client’s bid documentation, bid evaluation reports and contract management arrangements. Contribute to the preparation of project concept notes, appraisal documents, procurement plans, progress reports and project administration manuals. Contribute to country portfolio reviews. Contribute to relationship-building with client’s procurement teams, third-party agencies, and any other external stakeholders involved in procurement. Monitor and assess the evolving procurement practices both in the public and private sector to guide the relevant work and share knowledge. Collaborate in capacity building and training activities on procurement-related topics. Provide technical support on other non-operational procurement topics. Other duties and responsibilities assigned from time to time.

Position requirements

Minimum 7 years of relevant professional experience in a multilateral development bank or equivalent, regulated public/private sector financial institution, consultancy firm or relevant public department or agency in procurement of goods, works and services for large scale and complex infrastructure projects. In-depth knowledge of procurement policies, legislations, systems and practices across phases of infrastructure projects in the member countries of NDB. In-depth understanding of procurements policies used by multilateral development banks and experience working with MDBs or other international development agencies. Experience with procurement by private sector entities, non-sovereign operations, public-private partnerships (PPPs), concessions and similar arrangements, is an advantage. Relevant experience in a multi-cultural work environment fostering a climate of teamwork and collaboration. Hands-on experience of working and familiarity with country public procurement system as well as the language used in public procurement in any one or more of NDB member countries, especially Brazil, Russia, South Africa, and Bangladesh, are of high relevance for the position. Master’s degree or equivalent in engineering, law, economics, commerce, management, public procurement, or related fields. A professional Procurement Certification (e.g. CPSM, CIPS) and/or accreditation would be an advantage.
