In early November, Tropical Storms Eta and Iota made landfall in Honduras causing flooding across many parts of the country. Global Communities (GC) has developed an emergency response project focused on Water Sanitation and Hygiene (WASH), Shelter, and Multipurpose Cash Assistance (MPCA) to address the needs of those most affected by the tropical storms in the departments of Copan, Santa Barbara, Ocotepeque and Cortes. Global Communities is looking for a short-term Project Manager to lead GC’s response until October 27, 2021.

Responsibilities

  • Oversee program implementation (including Multi-Purpose Cash Assistance, Water, Sanitation, and Hygiene (WASH), and Shelter and Settlements (S&S) components), ensuring that activities are implemented in line with the approved proposal.
  • Ensure that the activities conform and are compliant to minimum humanitarian standards and donor (USAID/BHA) requirements.
  • Oversee program budget, program implementation plan, M&E plan, and procurement plan.
  • Develop program management tools and standard operating procedures (SOPs) as needed (e.g. develop a cash SOPs)
  • Supervise program staff in the field. Provide capacity building support through training and mentoring as needed.
  • Develop program reports (monthly, semi-annual, final reports) and respond to donor requests and questions Ensure timely and quality responses to donor queries.
  • Actively engage with relevant clusters, local implementers, and stakeholders to ensure programming aligns with the priorities of the wider humanitarian response. This includes participating in relevant cluster meetings and engaging bilaterally with relevant stakeholders.
  • Represent GC to relevant government agencies, donors, other NGO, and private sector stakeholders as needed.
  • Coordinate with finance, logistics, and other departments to ensure that activities are implemented in a timely fashion (e.g. review procurement plans and timelines with logistics and adjust program implementation timelines as needed).
  • Anticipate, identify, and assess potential risks that may affect activities and timelines, and propose mitigation strategies to meet and/or revise the objectives set.
  • Coordinate with the donor on any major program shifts. This may include requesting approval and foreseeing any potential challenges or questions.
  • Perform other functions as needed.

Knowledge, Skills and Abilities

  • Broad understanding of principled humanitarian action, particularly sectors such as shelter and settlements, WASH, and cash-based programming.
  • Strong management skills and experience managing multi-million, multi-sector projects.
  • Excellent critical thinking skills and sound judgment.
  • Excellent verbal and written communications skills and high level of organization and attention to detail.
  • Excellent interpersonal communication and listening skills, including ability to interact with internal and external stakeholders in a professional manner.
  • Advanced knowledge of Microsoft Office software.
  • Experience working and coordinating with local government and other relevant authorities.
  • Demonstrated ability to work with limited supervision.
  • Strong written and oral communication skills.
  • Good negotiation and problem-solving skills.
  • A passion for the mission and values of Global Communities.

Qualifications

  • Ten years of related work experience or Undergraduate degree with a minimum of six years of related work experience
  • Minimum of six years of progressively senior program management experience, including at least two years managing humanitarian projects. Experience in WASH and/or shelter sectors preferred.
  • Previous experience with USAID/BHA (previously OFDA and/or FFP)
  • Fluent in Spanish, good understanding of English
  • Prior experience in the Latin America and the Caribbean (LAC) region strongly preferred
