Standard Job DescriptionSenior IT Associate Organizational Setting and Work Relationships Senior IT Associate is a technical position within the UNHCR operation. Direct supervision is normally exercised by an (Assistant/Associate) IT Officer. In locations without a professional IT supervisor, the incumbent must be able to work independently due to the technical nature of the work and liaise directly with regional and HQs technical units for problem solving and consultations. Main task of the position is to ensure routine functioning of the IT system within the country operation and assist the management to improve and refine it with the technical progress. The incumbent has regular contacts with all staff members maintaining smooth and friendly relations with a high responsive attitude towards problem solving and finding solutions. S/he has also contacts with external parties such as contractors and suppliers of IT equipment and services. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Undertake needs assessment on site and installations of UNHCR Telecommunications equipment considering the overall IT strategy of the region, the operational needs and the security constraints. - Install and configure the most appropriate type of UNHCR IT and Telecommunications systems (HF, VHF, UHF, Microwave Links, Telephony, satellite systems) to meet the needs of operations within the AoR. - Ensure that the equipment under area of responsibility is in good working condition, by inspecting regularly the hardware and installations. If required, arrange promptly repairs or replacement as necessary according to established procedures. - Maintain records of the installations and repairs/replacements done and keeps the supervisor fully informed on the status of the equipment. - Provide the office, where equipment is installed, with full information for their asset management records. - If applicable, keep a proper inventory level of all sites spares and return spare parts for repair/replacement; - Monitor and maintain the LAN, Network Servers, Printers, LAN points, Hubs, Patch pane, etc. to prevent faults occurring. - Add or remove users from the Network. - Carry out minor hardware maintenance. - Maintain up to date inventory of all infrastructure equipment under AOR. - Carry out missions for new installations and routine maintenance tours of telecoms equipment. - Maintains the VSAT Network and local PABX systems in the AOR. - Undertake coaching, and training of IT staff and users. Draft procedures and instructions to promote a better understanding of the use of the IT equipment. - Undertake upgrading of computers (Hardware, Software) in UNHCR offices to maintain current UNHCR standards and, subsequent installation of the new software platforms. - Liaise directly with end users to clarify analyses and resolve reported issues, delivering high standard of customer services. - Undertake other tasks or assignments within his/her area of competence as directed by Supervisor/Head of Service. - Decide on appropriate resolution to incidents / problems. - Escalate issues to supervisor if incident / problem cannot be resolved within scope of responsibility. - Perform other related duties as required. Desired Candidate Profile This is a technical position, and the incumbent is to also function as an IT Lead undertaking direct contact with DIST. The incumbent supervises a team of IT staff at the Country Office (CO) and may also retain functional oversight on positions at field level, required to similarly discharge technical tasks, either elementary level for basic troubleshooting and guided/ remote support, or by virtue of belonging to a similar technical function embedded at field level.

Under the overall supervision of the Head of Admin/ Finance and IT at CO level, and in a matrixed functional arrangement with the Assistant Administrative Officer of the CO Athens, the incumbent will be responsible for the following workstreams:
1. Provision of IT Service Delivery in the offices of UNHCR in Greece, directly, through supervised staff, and/or through engagement with third party service providers, coordination of IT support and sharing of best IT practices in the UNHCR Greece offices.
2. Function as IT Lead, with direct technical contact with UNHCR’s Division of Information Systems & Telecommunications (DIST).
3. Administration of LVTIs (Low Value Tracked Items) and overall IT equipment and services, to ensure that the UNHCR and end user data and assets are protected and used in the most efficient manner in accordance to DIST guidelines and policies.

The incumbent would be expected to have concrete experience in UN ICT systems and processes, and generally a good understanding of UN technology landscape.

The main tasks are first to bridge the gap between IT and the business in the field (CO and field offices). As such his/her role is to build strong relationships with business stakeholders to understand their needs, provide IT solutions, and ensure alignment between DIST recommendations and business objectives. S/he should therefore play a crucial role in ensuring effective communication, collaboration, and alignment between IT and the business, using both IT and business processes to drive business growth and success. Secondly, to oversee and manage the IT aspects of field operations and services required by IT in the country. This aspect of his/her role, involves leading a team responsible for providing technical support, troubleshooting, and maintaining IT systems, software, and hardware used by the staff.

Language Requirement:
The incumbent needs to have excellent writing and communication skills in English and Greek (local) language.

The role is responsible for directly providing user support to all offices and advising the admin focal points where such undertake first level IT support for business continuity purposes on the IT issues and user support coordinated action. Additionally, the incumbent should have well-developed communication and interpersonal skills to be able to effectively engage with non-technical counterparts and influence the technological transformation in the offices under the preview.

Nature of Position

Currently, some 91,000 asylum-seekers and refugees are hosted in Greece. So far in 2023, over 28,500 people have arrived either by sea or land. UNHCR provides expert advice to the State and evidence-based information that helps inform programmes and policies for asylum-seekers and refugees. Access to international protection, identifying durable solutions and support to vulnerable asylum-seekers and refugees, such as unaccompanied children and survivors of gender-based violence, are UNHCR’s key priorities. UNHCR also works with national and local authorities, the private sector, civil society and refugee communities to advance inclusion, develop support networks and create employability and training opportunities for refugees. The Office retains a readiness to respond to emergencies and new arrivals, with a focus on immediate support to the most vulnerable. UNHCR Greece plays a strong advocacy role since continued support is needed particularly from EU countries and EU institutions in providing immediate protection to those most at-risk through sufficient resources, ensuring capacity in the country and responsibility-sharing. UNHCR will continue to assist Greek authorities in responding to both short and long-term challenges.

The position is located within the Country Office of the UNHCR Greece Operation. Additionally there are in total seven (7) field locations where UNHCR has an established office presence, as well.

The Operation has developed and implemented an integrated approach to managing back-office functions, inter alia including pooled country level services in HR, Travel, IT, Finance, and Supply/ Procurement, centered at the CO level.

Athens is the capital and largest city of Greece. Athens is a family duty station, classified as H by ICSC. Public Transportation and medical facilities are well-developed and easily accessible. The educational institutions at all levels as well as international schools are available. The climate can be described as Mediterranean, with hot and dry summers and cool and mild winters.

In accordance with UNDSS security risk assessment, the whole Greek operation is classified as Security Level 2 (low). Security Clearance is required for travelling in the country.
