Standard Job DescriptionSenior Human Resources Assistant Organizational Setting and Work Relationships Senior Human Resources Assistant will function under direct supervision of the Administrative or Human Resources Officer, assisting him/her in personnel administration and other HR related matters, including the process of recruitment and appointment of staff, and in the performance management and welfare issues of staff under area of responsibility (AOR). All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Assist in the recruitment, assignment, reassignment and separation of local service staff. Prepare documents for the interview panel for the recruitment of local staff. - Process local staff members¿ contracts, entitlements and benefits in accordance with Staff Rules and established HR procedures. - Update personnel related information in MSRP/HR module where this activity has been rolled out from PAS to the respective office. - Advise staff members on their rights, obligations, benefits and entitlements, and assist them in interpreting UN/UNHCR staff rules and regulations. - Assist newly-arrived international staff with administrative formalities related to their accreditations, security/ground passes, submission of completed forms and related documents to headquarters, arrange travel and hotel reservations - Assist with shipment of their personal effects in coordination with the logistics section. - Administer UNHCR medical insurance plan for locally recruited staff. Provide administrative support to staff and dependants in case of medical evacuations, as well as security evacuations/relocations. Maintain daily tracking record of staff and families to provide accurate information in case of emergency. - Maintain personnel records in the office, including maintenance of the attendance, overtime and leave records. - Initiate calculations for payments related to personnel issues such as settlement of travel claims, overtime claims, hazard pay, MIP reimbursements, medical and security evacuations, shipment costs. - Initiate routine correspondence on HR matters for the authorizing officer¿s approval. - Perform other related duties as required. Minimum Qualifications Education & Professional Work Experience Years of Experience / Degree Level For G5 - 2 years relevant experience with High School Diploma; or 1 year relevant work experience with Bachelor or equivalent or higher Field(s) of Education Not applicable Certificates and/or Licenses Secretarial Administrative (Certificates and Licenses marked with an asterisk* are essential) Relevant Job Experience Essential Good knowledge of UNHCR administrative procedures and processes and exposure to provision of support services in an international organization. Desirable Field experience with UNHCR and/or with other humanitarian organizations is an asset. High IT affinity and working experience of PeopleSoft/MSRP. Desired Candidate Profile The incumbent is expected to have a solid knowledge and information of HR policies, rules, and regulations and keep him/herself up to date with Human Resources administrative instructions. in addition having familiarity with UN system is an asset.
S/he is expected to maintain HR data and information in a secure and confidential manner.

Given the complex and highly dynamic structure of the operation, the Senior Human Resources Assistant is required to have extensive knowledge and experience working in humanitarian and international organizations. In addition, ability to support with data reporting, duty of care, as well as performing transactional personnel administration tasks under the supervision and direction of the Senior Human Resources Associate.

Having excellent interpersonal and communication skills, being result-oriented with proven knowledge, and ability to have practical approach is essential.

Fluency in English and Greek is required. Working Knowledge of any additional UN language is desirable.

Nature of Position

Currently, some 91,000 asylum-seekers and refugees are hosted in Greece. So far in 2023, over 28,500 people have arrived either by sea or land. UNHCR provides expert advice to the State and evidence-based information that helps inform programmes and policies for asylum-seekers and refugees. Access to international protection, identifying durable solutions and support to vulnerable asylum-seekers and refugees, such as unaccompanied children and survivors of gender-based violence, are UNHCR’s key priorities. UNHCR also works with national and local authorities, the private sector, civil society and refugee communities to advance inclusion, develop support networks and create employability and training opportunities for refugees. The Office retains a readiness to respond to emergencies and new arrivals, with a focus on immediate support to the most vulnerable. UNHCR Greece plays a strong advocacy role since continued support is needed particularly from EU countries and EU institutions in providing immediate protection to those most at-risk through sufficient resources, ensuring capacity in the country and responsibility-sharing. UNHCR will continue to assist Greek authorities in responding to both short and long-term challenges.

The Senior Human Resources Assistant will be based in Athens Country Office, reporting directly to the Senior Human Resources Associate and supporting the HR team for HR transactions country wide.

Living and Working Conditions:

Athens is the capital and largest city of Greece. Athens is a family duty station, classified as H by ICSC. Public Transportation and medical facilities are well-developed and easily accessible. The educational institutions at all levels as well as international schools are available. The climate can be described as Mediterranean, with hot and dry summers and cool and mild winters.

In accordance with UNDSS security risk assessment, the whole Greek operation is classified as Security Level 2 (low). Security Clearance is required for travelling in the country.
