Job Summary:

Senior Grants Officer will provide technical assistance to program and subaward management from pre-award to close-out of sub-awards, including development of sub-award solicitations, negotiation, preparation of sub-award packages, execution, monitoring and overall administration. The role will supports ensuring full compliance with donor rules and regulations an FHI 360 policies. Under the supervision of the Deputy Chief of Party, the Senior Grants Officer will oversee the grant lifecycle for the project’s anticipated grant streams, act as safeguarding focal point, provide technical and strategy support on advocacy to grantees and manage Grant and Finance Interns.

KEY RESPONSIBILITIES AND CONTRIBUTIONS:

Under the overall guidance of the CSS Deputy Chief of Party, the Senior Grants Officer needs to perform the following duties:

  • Coordinate budgets and proposals development, and manage subawards/grants, project materials, and information.
  • Issue Requests for Applications (RFA) and Annual Program Statement (APS), and coordinate reviews, evaluation, and selection of the applications.
  • Oversee the preparation and timely submission of grant applications, and develop grant agreement package and modification, including keeping a track record of any changes during the award period.
  • Contribute to the management of grantee awards, daily administrative tasks and grantee activities implementation and monitoring.
  • Conduct formal training sessions on grant application procedures for new grantees and potential partner organizations, as needed, and coordinate grant kick-off and orientation on grant requirements and compliances to grantees.
  • Monitor grantees’ budgets and manage fund transfer to grantees.
  • Review/evaluate grants for compliance with FHI 360 and USAID rules and regulations.
  • Routinely reviews and verifies grantees’ statements of expenditures to ensure the accuracy of sub-grant-related data and prepare spending status for each sub-grantee on a schedule determined by the Deputy Chief of Party.
  • Coordinate with the project’s finance and M&E teams and externally with stakeholders, in particular grantees, to ensure timely data collection and reporting essential for deliverables and reporting to USAID.
  • Conduct field visits to monitor grantee activity implementation of activities, as needed.
  • Provide regular updates on the status of implementation of subawards to the Deputy Chief of Party and CSS technical leads.
  • Provide technical and strategy on advocacy to grantees.
  • Act as safeguarding focal point for the CSS Activity by coordinating and monitoring on the safeguarding assessment compliance and capacity building to CSS project and grantees.

    BASIC QUALIFICATION:

    • Bachelor’s degree in Business Administration or a related field.
    • At least five to seven years of professional experience preferably working with donor-funded programs.
    • Minimum of two years’ experience working with grants, preferably USAID-funded grants.
    • Knowledge of USAID and its contractual and reporting requirements is an advantage.
    • Demonstrated strong problem-solving skills (both internally and externally) and sound business judgment and contractual oversight.
    • Excellent customer relations skills including organizational skills and a willingness to take initiative and be proactive in the grant process.
    • Excellent communications and team-work skills with the ability to relate to people at all levels of the organization and of different multi-cultural backgrounds.
    • Ability to successfully manage multiple tasks and effectively deal with competing pressures multiple stakeholders unplanned changes and tight timelines.
    • Ability to work both independently and in a team; proven analytical and problem-solving abilities.
    • Ability to work closely as a team and network with a wide range of stakeholders.
    • Must be able to read, write, and speak fluent English and Khmer
