Senior Field Assistant

Organizational Setting and Work Relationships
The Senior Field Assistant is normally supervised by the (Senior) Field Officer/Associate and performs a variety of functions related to Field activities within the office. The supervisor defines work processes and provides regular advice and guidance.
The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on routine subject matters under the direction of the supervisor.

They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Assist in monitoring the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
- Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
- Act as interpreter in the exchange of routine information, contribute to related liaison activities and respond directly to routine queries.
- Collect data and other information relevant to UNHCR and report to the supervisor accordingly.
- Keep regular contacts with local authorities and implementing partners as requested by supervisor.
- In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.
- Follow up, on a regular basis, the overall situation of persons of concern in camps and other areas where they have been accommodated and report accordingly.
- Liaise with local authority counterparts, partners and populations of concern.
- Direct incidents and problems to the supervisor when they cannot be resolved at their level.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Desired Candidate Profile The sought-after candidate must possess knowledge in Protection and demonstrate strong skills involving responsibilities for monitoring HCR projects in the field. This includes supervision tasks and the monitoring and evaluation of protection activities, community services, aspects related to the centrality of protection in Shelter, livelihoods, and the management of temporary hosting sites. They should have a minimum of four (4) years of relevant experience as field staff responsible for the protection component in challenging and complex emergency contexts with volatile security situations. The position holder must be capable of daily monitoring protection, Shelter, and temporary hosting site activities implemented by HCR-funded partnerships in the field, facilitate the planning of these activities, and ensure capacity-building.
The position holder must also possess a good understanding of the context in the Central North region of Burkina Faso, primarily characterized as an Internally Displaced Persons (IDP) context, occasionally involving regular interactions with administrative and customary authorities for social cohesion and land access.
They must have solid expertise in fieldwork, participatory assessment, planning, coordination, and monitoring and evaluation of project implementation. The candidate should have extensive experience in supervising actions and activities with partners and be capable of promoting dialogue and consultations with partners, authorities, individuals with and for whom HCR works, as well as host communities. They should be able to collaborate and have frequent interactions with colleagues from all sections of HCR and other colleagues from the United Nations system. Communication and writing skills are necessary for report writing, minutes, and summaries.
The candidate must possess risk management skills and a good understanding of UN inter-agency policies, excellent interpersonal and communication skills while working with multifunctional teams, external stakeholders such as HCR-funded partners, operational partners, decentralized offices of host government ministries on partnership issues, and in the context of capacity-building for partners and individuals with and for whom HCR works.
The position holder must be well-versed in all aspects of protection and partnerships, following the principles of partnership, the code of conduct, protection rules, UN and HCR policies and regulations, as well as other relevant documents related to IDP management.
