Standard Job DescriptionSenior Durable Solutions Assistant Organizational Setting and Work Relationships The Senior Durable Solutions Assistant reports to a Durable Solutions Associate or Officer. The incumbent is relied upon to contribute to the implementation of a durable solutions strategy. Contributing to fostering an environment to enhance partnerships is a critical element of the work, as are activities designed to strength the involvement of refugee communities and their hosts in the design and implementation of solutions strategies. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Provide counselling to refugees and other persons of concern (POC) about their durable solutions needs. - Interview candidates for voluntary repatriation and prepare documentation for their return, in line with Voluntary Repatriation SOPs. - Interview candidates for local integration and prepare the appropriate documentation for onward submission to local authorities or partners, in line with Local Integration SOPs. - Participate in identifying resettlement needs of refugees, in line with Resettlement SOPs. - Assist in updating the electronic database for resettlement, voluntary repatriation and local integration, in line with Standard Operating Procedures. - Process documentation to ensure that POC receive the documents required for their durable solutions in a timely manner. - Prepare statistical and ad-hoc reports to ensure accurate information is available and shared with relevant offices and partners. - Interview and advise on the appropriate durable solution to be provided to POC. - Prepare documents relating to durable solutions. - Enter information into available database, in line with SOPs. - Perform other related duties as required. Desired Candidate Profile The ideal candidate will have a comprehensive understanding of local integration as a durable solution for refugees as well as of the specific challenges in the Greek context, especially those related to (i) the standards and thresholds, embedded in national legislation, regulating access to rights and services, (ii) administrative obstacles and practices in the implementation of legislation.
Furthermore, s/he should have a profound understanding of livelihoods mechanisms and strategies for refugees in Greece and be fully conversant with market system development, employment policies, livelihood project development and implementation, socioeconomic profiling and surveys, theory of change and stakeholder mapping and analysis, implementation of durable solutions strategies, corporate partnerships.
S/he must have teamwork skills and demonstrated experience in working as part of a Multifunctional Team, in the implementation and monitoring of integration projects and engagement with different actors. Ability to work under pressure and meeting deadlines is essential.
The desired candidate must be fluent in Greek and English and demonstrate a thorough understanding of employment / Greek labour market dynamics and challenges for refugees /their employers. S/he must have proven experience in implementing interventions to address those challenges.
A first-level university degree in Law, International Law, Social/Political Sciences, Economics, International Relations, or other relevant field is desirable.

Nature of Position

Currently, some 91,000 asylum-seekers and refugees are hosted in Greece. So far in 2023, over 28,500 people have arrived either by sea or land. UNHCR provides expert advice to the State and evidence-based information that helps inform programmes and policies for asylum-seekers and refugees. Access to international protection, identifying durable solutions and support to vulnerable asylum-seekers and refugees, such as unaccompanied children and survivors of gender-based violence, are UNHCR’s key priorities. UNHCR also works with national and local authorities, the private sector, civil society and refugee communities to advance inclusion, develop support networks and create employability and training opportunities for refugees. The Office retains a readiness to respond to emergencies and new arrivals, with a focus on immediate support to the most vulnerable. UNHCR Greece plays a strong advocacy role since continued support is needed particularly from EU countries and EU institutions in providing immediate protection to those most at-risk through sufficient resources, ensuring capacity in the country and responsibility-sharing. UNHCR will continue to assist Greek authorities in responding to both short and long-term challenges.

The desired candidate reports to the Head of Field Office and works closely with the Durable Solutions Unit at the UNHCR Country Office in Athens.

The incumbent will support the implementation of the Office’s multi-year strategy with regards to integration, in full compliance with policy and guidelines received by the CO, and mindful of the local context within the area of responsibility of Field Office Thessaloniki. S/he will provide feedback and proposals to the Head of Office developing local integration strategies that respond to the needs of the refugees and local markets in the area of responsibility.

Working as part of a diverse team, which includes economic inclusion experts working directly with municipalities, the incumbent will be responsible for the implementation of a wide range of activities and interventions in different geographical locations, in accordance with the operational priorities. In addition, s/he will engage in the day-to-day coordination, monitoring and evaluation of the work of partners operating within the area of responsibility as assigned by the Head of Office.

S/he is also expected, working closely with protection and field staff, to support the outreach to refugees for the assessment of needs for integration, and to conduct day-to-day follow-up and troubleshooting of identified obstacles to refugee integration, such as the exclusion of refugees from accessing specific programmes or services; monitor administrative practices; and compile the relevant data. S/he is expected to coordinate the collection of information and data from refugees as part of the Protection Monitoring activity in the urban context and reception facilities.

Living and Working Conditions

Thessaloniki is a family duty station, classified as H by ICSC. Public Transportation and medical facilities are well-developed and easily accessible. The educational institutions at all levels as well as international schools are available. The climate can be described as Mediterranean, with hot and dry summers and cool and mild winters.

Transportation to and from Thessaloniki, can take place through the International Airport of Thessaloniki (Macedonia – SKG), serving domestic and international flights.

In accordance with UNDSS security risk assessment, the whole Greek operation is classified as Security Level 2 (low). Security Clearance is required for travelling in the country.
