Standard Job DescriptionSenior Data Management Associate Organizational Setting and Work Relationships The position is supervised by a professional staff member who provides the incumbent with general guidance and workplans. The incumbent works independently with an oversight from the supervisor. The position directly supervises some support staff. Contracts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Monitor the regular data entry activities and verify accuracy and relevance of data on a regular basis. - Prepare regular database back-ups. - Coordinate the data transfer of refugee records amongst camps. - May be required to collect GIS data, update maps and undertake field trips to project sites. - Ensure that the data which are mainly related to asylum seekers, refugees and persons of concern to UNHCR are correctly entered into the computer databases. - Develop and run the required reports from the databases used in the operation including ProGress database and assist in analysis/interpretation of data to identify patterns/trends. - Compile data and interpret the statistics for various reports. - Develop forms and tools for data collection and analysis. - Identify knowledge and hardware gaps of the operation in relation to all aspects of data management. - Decide on data recorded in the database. - Decide on appropriate resolution to incidents. - Escalate issues to supervisor if the incident cannot be resolved within area of responsibility. - Perform other related duties as required. Nature of Position:

The UNHCR Operation in Kenya is dealing with a mixed refugee situation which includes refugees who have been in the country for decades (protracted refugee situation) and continued influx of new arrivals. At the same time, UNHCR facilitates solutions for refugees (voluntary repatriation, resettlement and socio-economic inclusion). Persons of concern in Kenya are hosted in three locations ' in Kakuma refugee camps and Kalobeyei Integrated Settlement which hosts 197,341 persons, Dadaab refugee camps which hosts 221,102 persons and in urban areas such as Nairobi and environs, which hosts 80,776 persons. Refugees and asylum-seekers are from a variety of nationalities and backgrounds. In Kenya, handover of registration processes to the Government of Kenya through the Refugee Affairs Secretariat is at an advanced stage. The Government now undertakes registration, documentation and data management using ProGres V4 since 2018/2019. However, the Government continues to be supported on capacity building to ensure that registration processes are followed, standard operating procedures are in place and implemented including to ensure that anti-fraud measures are in place, and in technical aspects relating to the database. Innovative tools have been developed to ensure a smoother refugee management and the integrity of the process, which includes Live Capture Unit (LCU), for automating the ID production, KASI (Kiosk for access services and information) and queue management system to better organize the reception area and the workflow, and the clocking machine for staff. The Senior Data Management Associate is a member of DIMA team and is supervised by Information Management officer. The incumbent is responsible for supporting all Information management, operations data management and registration activities, which may also include functions related to providing technical support to RAS, ensure regular database back-ups and integrity of the databases through timely data entry and verifying accuracy and relevance of data on a regular basis, coordinate the data transfer of refugee records amongst camps, develop and run the required reports from the databases used in the operation including ProGress database and assist in analysis/interpretation of data to identify patterns/trends, compile data and interpret the statistics for various reports and develop forms and tools for data collection and analysis.

Living and Working Conditions:

Despite below security concerns, Nairobi is a good duty station for families with good medical facilities. Recreational facilities, schools and hotels are of international standards. Nice and affordable housing is available, as well as good banking facilities in addition to unlimited access to communication means, such as internet, telephone SIM cards etc. There is no malaria in Nairobi, but cholera, malaria and yellow fever occur in other parts of Kenya. When entering the country, yellow fever card/vaccine is required. Security Considerations Due to the COVID-19 pandemic, there are various restrictions in place, including a curfew from 10.00 pm to 4.00 am. Politically instigated demonstrations and riots may occur at any time. Hazards such as road traffic accidents, fire, diseases outbreak and flooding are frequent. The crime threat level in Nairobi like in many other large cities is high and physical violence is a common feature of burglaries in residences, carjacking and robberies. The terrorism threat level in Nairobi is moderate but is high in North Eastern. A high sense of vigilance and alertness is required at all times.
