Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Programme Office in Dushanbe implements its activities in all three dimensions within the OSCE’s comprehensive and co-operative approach to security. With a special emphasis on the Central Asia region, it assists Tajikistan in tackling problems and threats to security and supports conflict prevention and crisis management measures. It also assists in strengthening democratic political institutions, the police service, rule of law and respect for human rights.


Tasks and Responsibilities:

Under the overall supervision of the Head of Office, the direct supervision of the Deputy Head of Office and guidance from the Head of Security Management as well as technical assistance and support from the Field Security Officer of the Secretariat, the incumbent will be responsible for all physical security measures related to security/ crisis readiness and prevention at the duty station. More specifically, the successful candidate will be tasked with the following duties:

Assisting the Head and Deputy Head of Office in the execution of responsibilities with regard to the security of mission staff and property. Advising Mission Programme and Project Managers in all security and safety related issues which could affect negatively programmes/ projects implementation. Serving as a member of the Security Management team, contributing to implementation and evaluation of the effectiveness of the security plan; Assisting the Head and Deputy Head of Office in gathering and processing all relevant Security Information in support of the Mission as required, analyzing them, identifying trends of threats and security incidents affecting OSCE personnel, assets and operations; Preparing and revising Security Threat Information (STI), Security Risk Assessments (SRA), drafting reports on analysing and maintaining a system for classifying and storing sensitive information and mapping of security incidents affecting OSCE system personnel, assets and operations; Conducting physical surveys of OSCE property; Developing, maintaining and updating security plans, contingency plans and security listings of mission staff, ensuring that plans for relocation/evacuation to safe havens are current and implementable. Maintaining an ongoing evaluation of evacuation routes and resources for use in emergencies; Conducting regular appropriate exercises (e.g. fire drills, communications tests, evacuation] to ensure staff preparedness for other emergencies (earthquakes etc.). Preparing draft of fire protection and fire evacuation plan for all mission premises; preparing instructions for the use of fire detection and firefighting equipment ensuring their availability in the premises; Ensuring availability of emergency communications system by making periodic checks to determine if system is functioning properly. Ensuring good state of repair of all security and communications equipment in close co-operation with IT; Ensuring that mission members are kept informed on matters affecting their security and that appropriate arrangements are made for briefing of newly arrived staff. Conducting security surveys of residents and mission premises. Putting in place appropriate arrangements to secure premises. Ensuring that good health and safety practices are followed as well as implementing laid down procedures; Maintaining regular and close contact with the Head of Security Management and Security Management team at the OSCE Secretariat. Providing security expertise within the Central Asia Region upon instructions of the Secretariat Security Management (Head of Security Management and Field Security Officer) as required; Developing good contacts with the national law enforcement agencies with a view to obtaining the best possible protection for mission staff and property. Co-operating closely on security issues with other organizations operating at the duty station; Reporting on all cases in which mission staff have been the victim of criminal acts and initiating follow up action. Investigating traffic accidents and other security related incidents involving OSCE vehicles and other means of transportation, OSCE mission members etc. Preparing reports on findings. Reviewing and clearing incident reports prepared by subordinate security staff and providing guidance for further action to be taken or intervene depending on the type of the incident; Exercising supervision of security guards, their training and functional preparedness; Ensuring that the appropriate level of confidentiality is maintained with regard to security matters; Performing other duties as assigned.

Necessary Qualifications:

Citizenship of an OSCE participating State, excluding sole citizenship of Tajikistan; First-level university degree in political science, social science, or be a graduate of a police/military academy, equivalent to a university degree; A minimum four years or relevant work experience; Computer literate with practical experience in Microsoft packages; Professional fluency in Englihs, both written and oral. Knowledge of Russian is considered an asset; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Monthly remuneration subject to social security deductions is about US$ 4,104.50 to which is added Board and Lodging Allowance (currently EUR 126 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
