Context:

Violence in Rakhine State, Myanmar, 25 August 2017 has driven close to a million Rohingya across the border into Cox’s Bazar, Bangladesh. The large influx of Rohingya is placing tremendous stress on the natural resource base in and around the refugee settlements, with far-reaching impacts on biodiversity, agro-forestry, water sources and air quality. Compounded by climate change, these impacts are generating new disaster risks which threaten lives and livelihoods of both refugees and host communities in an already fragile environment and displacement setting.

To address these issues, the International Organization for Migration (IOM), Food and Agriculture Organization (FAO) and World Food Program (WFP) are implementing a joint program, SAFEPlus to address the challenges of cooking fuel demand, environmental degradation, and food insecurity which are affecting the refugee settlements and the surrounding host communities. The program has three primary pillars: for thematic coordination, the first on alternative fuel, which provides Liquefied Petroleum Gas (LPG) to more than 100,000 refugee households, and more than 25,000 host community households The second pillar focuses on improving economic livelihoods and rehabilitating the natural resources based and on farm activities along with off farm interventions for both refugee and host community. Lastly, the third pillar focuses on reforestation activities to counter environmental degradation along with preventing disasters like landslide and flash floods. The program is funded by multiple donors through a Multi Partner Trust Fund pooled funding mechanism, implemented, coordinated with relevant government counterparts and humanitarian actors, and guided by specific coordination structures. IOM, WFP and FAO are now seeking to recruit a Consortium Coordinator to implement and coordinate the inter-agency initiative.

Under the overall supervision of Chief of Mission (CoM), the direct supervision of the Deputy Chief of Mission (DCoM)/Head of Sub-Office for Cox’s Bazar and the regular coordination with FAO and WFP Heads of Sub Offices, the successful candidate will be accountable and responsible for the macro implementation and management of agencies programming initiatives on energy, environment and livelihoods in a united way as well as the provision of associated technical advice to IOM, WFP and FAO and its partners. The Consortium Coordinator will additionally provide substantive inputs to program development initiatives on alternative energy, environmental protection and livelihoods, forge partnership as well as lead/participate in relevant inter-agency coordination mechanisms.

Serve as the Consortium Coordinator for SAFEPlus program to ensure effective and efficient delivery for all aspects of the program, overseeing quality control and reporting and interfacing with government officials, donors; and other actors in Cox’s Bazar.

Core Functions / Responsibilities:

  1. Lead the macro coordination and management of SAFEPlus program implementation, representing the joint initiative from an aggregated perspective, supervising the achievement of outcomes and impact across all program components and areas of intervention, and serve as ultimate focal point for channeling appropriate information at all levels.

  2. Support the formulation of a new program phase, in close dialogue with key stakeholders and intending to secure government of Bangladesh approval for the same. Lead the program formulation process in close coordination with the participating agencies, ensuring that learning and experiences from the previous phase are duly considered and integrated into the design of the new phase and its’ program components.

  3. Lead the relevant inter-agency coordination mechanisms, namely the program pillars assigned to different agencies, to ensure harmonization of approaches and strategies and synergies among partners, while providing technical support to the individual program coordination teams on relevant thematic areas for their capacity enhancement and effective contribution to the program.

  4. Provide the secretariat to the relevant government coordination mechanisms meetings such the Program Steering Committee and Program Implementation Committee to ensure harmonization and compliance with regulations and requirements. Maintaining appropriate linkage and information sharing with relevant government departments.

  5. In strict coordination with IOM, FAO and WFO Heads of Offices, develop a resource mobilization strategy mobilize new resources and manage existing earmarked and unearmarked resources across different components of the program balancing priorities and needs. While ensuring adequate coordination with donors

  6. Forge and maintain strong relations with key humanitarian and development actors in the United Nations (UN) system, International Non-Governmental Organizations (INGOs), international financial institutions, and government stakeholders at central and field level on strategic issues relevant to the programs and program related issues, in particular other agencies providing LPG or environmental interventions in the camps and neighboring host communities.

  7. Represent SAFEPlus in the inter-agency Energy and Environment Technical Working Group (EE TWG) in Cox’s Bazar and provide hands-on support to strengthen the effectiveness of EETWG to ensure harmonization of approaches and strategies as they relate to energy and environment.

  8. Provide technical inputs to sector strategies on issues related to energy, environment and livelihoods and ensure proper coordination and coherent approaches with different humanitarian sectors of operation.

  9. Provide leadership in generating and documenting evidence on the effectiveness and impact of this program and communication products of proven models, best practices, lessons learnt and value for money, and emerging and innovative practices relevant to energy, environment and livelihoods among all the program coordination teams.

  10. Regularly provide updates on program progress, key results and challenges to the management of IOM, WFP and FAO and to donors, including regular updates on the state of the LPG pipeline.

  11. In close coordination with the DCoM and Program Support Unit (PSU), ensure quality and timely program reporting to WFP, FAO, donors, Multi Partners Trust Fund (MPTF) and government along with development of all knowledge, communication and visibility products.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Energy, Environment, Resilience and Humanitarian operation or other related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Experience at international level with International Agencies/Organizations and/or International Non-Government Organizations is required;

• Experience and technical knowledge to manage Energy, Environment and Livelihood programs with solid technical knowledge;

• Experience working in coordination and collaboration with national and local governmental authorities and donors, as well as with both local and international partner institutions, diplomatic missions and civil-society organizations;

• Experience of senior management of complex large-scale programs involving multiple UN agencies and large number of partners preferably in refugee environment;

• Sound strategic thinking, planning and management, ability to identify sustainable solutions to problems;

• Working experience in the region is an asset.

Skills

• Demonstrated ability in dealing with multicultural teams and in mentoring and coaching large teams.

• Proven high-level representation skills, such as speaking and leading meetings and providing situational analysis.

• Good knowledge of UN and bilateral donor programming and humanitarian and development cooperation architecture.

• Knowledge of national context on energy, environment, livelihood and skills development issues pertaining refugees and host communities will be an added value.

• Ability to effectively coordinate with program members, partners, government, NGO and local stakeholders is essential; an understanding of multi-sector program coordination mechanisms is an asset.

• Effective resource management skills.

• Sound knowledge of full cycle of programme management, capacity building methodologies and operational strategies.

• Excellent communication and interpersonal skills, including demonstrated ability to operate effectively across organizational boundaries with proven liaison and negotiation skills.

• Demonstrated ability to supervise and manage staff at a coordination and oversight level in humanitarian emergencies.

• Ability to write and speak clearly and concisely in English.

• Excellent computer skills.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
