Introduction

ICCROM (International Centre for the Study of the Preservation and Restoration of Cultural Property) is an intergovernmental organization with headquarters in Rome, Italy. Founded by UNESCO in 1956, it is the only institution of its kind with a worldwide mandate to promote and improve the conservation of all types of cultural heritage through training, information, research, cooperation and advocacy. ICCROM, through its Office in Sharjah (ICCROM- Sharjah) has also been extensively engaged in training, fieldwork and advocacy activities in the Arab Region.

Background

ICCROM seeks an enthusiastic and innovative resource mobilization officer to manage and grow an established resource partnership program during a time of strong programming expansion. By working collaboratively with the ICCROM team, the incumbent will contribute in securing and expanding the resources needed for the development and implementation of the organization’s strategic objectives.

The incumbent will be responsible for strategic development and execution of resource mobilization activities. S/he will be engaged and work closely with the responsible team members from Programme, Strategic planning, Partnership and communication, to develop attractive proposals and outreach messages. S/he will cultivate and expand the resource partners’ base of ICCROM to meet the growing needs of the organization. S/he will encourage synergy among programme staff to build a robust and common approach to resource mobilization.

When and where appropriate, the incumbent is expected to represent ICCROM and its organizational priorities in the framework of ICCROM approved Programme of Work and Budget.

Duties and responsibilities

The Resource mobilization officer works in the Partnership and Communication Unit and reports to the Unit Director. The position is based at ICCROM Headquarters, Rome (Italy). The officer will be responsible for the following duties:

  • Setting the framework for engagement: review the strategy, develop an action plan, collaborate with Programmes and Strategic Planning Units and the ICCROM-Sharjah Office to prepare concept notes and proposals related to the proposed targets and priorities. S/he will collaborate with team members developing and implementing Communication work of the organisation to develop a communication plan targeted at resource partners, and ensure that all resource mobilization efforts are coordinated and harmonized across the organisation. To this end, S/he will communicate with ICCROM’s senior staff about programmes, projects, events and other activities to help build brand equity/reputation.
  • Resource partner cultivation: Take initiatives to consolidate, diversify and expand resource partners base; prospect bilateral, multilateral, philanthropic, and private sectors; ensure that proposed resource partnerships comply with ICCROM ethics and financial regulations.
  • Resource partners management: Prepare detailed resource partners profiles, establish and maintain strong relations with them; ensure delivery of timely and quality reporting of activities and financial reports, and ensure appropriate visibility. S/he will also assist with strengthening Member State relationships and their involvement in resource mobilization to support ICCROM activities.
  • Proposal writing: Provide oversight and assistance with proposal writing processes, including budget plans, in order to ensure that proposals are aligned with strategic aims and bring together a range of different expertise where appropriate to meet stated needs and aims.
  • Leadership support: Support fundraising and advocacy efforts of the Director General, senior management team and activity leaders by organizing briefings, meetings, visits and events with current and future resource partners; ensure follow-up.
  • Outreach and promotion: Participate in, and propose external events to position ICCROM with potential and relevant resource partners to promote ICCROM strategy; promote the work of ICCROM through representation and sharing of information.

In addition, the post holder will:

  • Support other activities and teamwork at ICCROM, especially in the areas of promotion.

Education

Advanced university degree (Master’s degree or equivalent) in international or public relations, public finance, business administration, communication, art and culture management, or any related field to the position

Work experience

A minimum of two years of progressively responsible experience in resource mobilization; experience in donor relations and in developing outreach messages. Experience working with funding systems, donor organizations and decision-makers. Experience in grant management and administration work.

Languages

English and French are the working languages of ICCROM. Excellent knowledge of English and good knowledge of French is required. Knowledge of another UN official language (Arabic, Chinese, Russian, Spanish) is an asset.
