Under the authority of the Director General and the direct supervision of the Head of the Engagement and Investment Department.

Job purpose

The Resource Mobilisation and Grants Management Officer contributes to the sustainability of the Organisation’s activities by maintaining and increasing the voluntary contributions received from resource partners to the OIE World Fund. He/she participates in the implementation of the OIE’s resource mobilisation strategy and builds strong relationships with relevant resource partners as well as contributing to project management in coordination with OIE technical teams.

Missions and activities

  • Manage a portfolio of grants executed through the Department
  • Provide financial management oversight;
  • Draft and review technical and financial reports to OIE investors;
  • Draft and ensure follow-up of contracts/grants/ agreements with resource partners as well as with third parties to support the implementation of activities in the context of grants funded through the OIE World Fund;
  • Work in collaboration with OIE teams to ensure implementation of grants as per contractual requirements;
  • Prepare briefing notes for senior management on grants and financial contributions received by resource partners;
  • Contribute to the monitoring of commitments of projects managed through the Department in collaboration with the Budget and Accounting Units;
  • Highlight issues and potential solutions to senior management regarding active grants;
  • Contribute to the Monitoring & Evaluation of activities in collaboration with other OIE Departments.
  • Undertake fundraising by identifying and exploring new leads and securing new income streams, and supporting the finalisation of new partnerships with resource partners and other relevant parties
  • Support the development and the implementation of the OIE’s resource mobilisation strategy;
  • Gather intelligence on specific topics of interest for the OIE and contribute to the development of resource mobilisation documents and other relevant materials aligned with the OIE Strategic Plan;
  • Develop and maintain close relationships with resource partners and actively source new resource partners;
  • Work in collaboration with external technical partners on joint resource mobilisation efforts;
  • Explore innovative mechanisms for resource mobilisation;
  • Prepare and review concept notes and negotiation documents for resource partners;
  • Contribute to the preparation of budgets related to voluntary contributions to the OIE World Fund from Members and partners during the negotiation of contracts, in collaboration with the Budget Unit;

In collaboration with the Legal Affairs Unit, verification of the legal implications and possible risks associated with the clauses of the contracts under preparation;

  • Develop, negotiate and finalise draft grant agreements with resource partners, including drafting contractual provisions in consultation with relevant OIE staff and services, when necessary
  • Support the preparation and organisation of the Advisory and Management Committees of the OIE World Fund (annual meetings)
  • Prepare working documents and executive presentations;
  • Provide financial analysis of resource partner accounts;
  • Facilitate working group sessions;
  • Participate to the drafting of the minutes for these meetings.
  • Provide support to the work of the Department
  • Represent the Department (internally) or the OIE (externally) at meetings, including meetings with resource partners and/or thematic meetings and conferences.
  • Archive key documents managed through the Department.
  • Draft papers, articles and other relevant informative material for both OIE and external publications.

Qualifications and Expérience

Required qualifications

  • Post-graduate degree (master’s) in a relevant discipline
  • At least 5 years of experience in project management, planning and implementation
  • Familiarity in the management of donor funded development projects, including contract management
  • Previous experience in fundraising (desirable)

Requirements

Technical skills

  • Strong analytical skills and writing skills;
  • Excellent project planning, management and evaluation skills;
  • Experience in preparing and monitoring budgets and financial commitments;
  • Good command of the Microsoft Office Package (Word, Excel, Power Point);
  • Excellent command of English, with proficiency in a second OIE official language (Spanish or French).

Additional skills

  • Knowledge of a third OIE official language (Spanish or French);
  • Interest in international development cooperation
  • Familiarity with the public health domain is an advantage.

Interpersonal skills

  • Strong communication skills (verbal, written, interpersonal);
  • Strong team player;
  • Organisational awareness, ability to establish priorities, work within tight timelines
  • Capability of working in a multicultural environment with colleagues from different departments and offices;

Working conditions

  • The post is a full-time position based at the OIE Headquarters in Paris and entails regular missions abroad. It requires long hours in a seated position at a computer.
  • Salary: Base salary at 2 600 € net/month, commensurate according to experience and qualifications
  • Salary – partially to totally – exempt of French income tax
  • Benefits (annual bonus)
  • Duration: Two (2) years – renewable indefinitely
