We are currently seeking qualified candidates for the position of Resource Management Director for the USAID-funded Liberia Education Systems Strengthening Activity (the Activity). This position will be based in Monrovia.

Project description

The 5-year Liberia Education Systems Strengthening Activity, will work in partnership with the Ministry of Education (MOE) to address system-wide constraints and increase the MOE’s capacity to provide decentralized and inclusive education, monitor progress, and sustain improved learning outcomes for all children and youth. The activity will support the central MOE to improve education data, resource management, and accountability, and work to improve county-, district-, and school-level governance processes and systems in Montserrado, Margibi, Lofa, Nimba, Bong, and Grand Bassa counties. The activity will target education officials and professionals at the central, county, district, and school level with its capacity development interventions with the end goal of improving education outcomes for children and youth.

Job Summary:

The Resource Management Director works in close coordination with the Deputy Chief of Party and will lead activities under Component 2: Resource Management Improved. They will ensure project activities are on track with work plans.

The Component Leader will work closely with project leadership, consortium partners and relevant national stakeholders, beneficiaries and the donor to improve human and financial resource management in the education sector. They will supervise the HR/Teacher management Specialist, Finance/Procurement Management Specialist and Resource Management Specialist, and liaise with technical partners and relevant national stakeholders as needed.

Technical Requirements:

  • Lead technical strategies and activities at the central, county, and district levels for the Component.

  • Lead activities around: budgeting and financial management, procurement, data-driven resource allocation and costing, human resource management, and asset and fleet management.

  • Support the MOE to train technical staff at the central, county, and district levels, and improve institutional processes for sustainable technical capacity building in resource management.

  • Help the MOE to pilot strategies, tools, and technology to streamline resource management processes, incentivize education quality and equity, and reduce opportunities for corruption.

  • Build the MOE’s capacity to conduct participatory planning and budget allocation.

  • Provide technical direction and oversight in the design, implementation, and monitoring of the Component 2 workplans and budgets.

  • Support the process of preparing timely and accurate donor reporting.
