Title of project: Quality Control Initiative

Purpose of project: to support French Office for the Protection of Refugees and Stateless Persons in strengthening the current asylum system in France notably by analyzing first instance decisions by means of an assessment grid and consolidating the evaluations and findings in a final report with recommendations. Good practices will be identified and documented during the project.

6. Suggested fee and currency: 195 EUR per day.

Total budgetary amount allocated for individual contract (incl. travel and DSA etc.): variable according to number of worked days.

Payment schedule: payment to be made at the end of the contract upon completion of service, submission of attendance sheet and performance evaluation.

7. General Background of Project or Assignment:

The Quality Control Initiative was an innovation brought forward by the Action Plan for the Reform of the French Office for the Protection of Refugees and Stateless Persons (OFPRA) that has been implemented since September 2013.

UNHCR will support the contractors by providing the necessary training, information, instructions and evaluation tools.

9. Overall Purpose and Scope of Assignment:

Concise and detailed description of activities, including measurable outputs and delivery dates, impact indicators (what qualitative and quantitative results would be achieved upon completion of individual contract), performance indicators (timelines, value of the service rendered in relation to the cost, timeliness) and work plan:

The Quality Initiative contractor for UNHCR France will work on a quality project under the guidance and supervision of the Senior Protection Officer assisted by the Legal Officer and the Associate Protection Officer.

The contractor is expected to review and analyze a given number of first instance decisions issued by OFPRA during the period covered by the exercise. The contractor will use an evaluation grid and will contribute to the evaluation of the findings in a final report with recommendations.

Duties and Responsibilities: In terms of outputs, UNHCR requests the timely review of first instance cases and the filling of the relevant evaluation tools for each reviewed case.

10. Required level, qualifications and work experience:

Senior Level Support

Qualification and experience required (degree required, years of work experience, field of expertise, language required):

The contractor should have an advanced university degree in law, international law or related field, preferably with specialization in international refugee law and human rights law.

- CEFR C2 level in French

- Past experience in the field of asylum and refugee policy, preferably drafting, reviewing and analyzing asylum decisions and/or asylum policy.

Desirable qualifications & competencies:

- Previous experience working with UNHCR will be considered an asset.
- Excellent skills in legal research and analysis
- Excellent drafting skills in French.
- Flexibility and strong interpersonal and cross-cultural skills
- Excellent team working skills
- Knowledge of the French asylum system and legislation
- Excellent analytical and communication skills
- Ability to work independently and on own initiative
- Sound reporting skills

11. Monitoring and Progress Controls (report requirements, periodicity, format, deadlines):

a. The final product (e.g. survey completed, data collected, workshop conducted, research documents produced specify): Completion of established number of evaluation through online tool as determined at the time of the contract issuance.
