JOB SUMMARY:

The Quality Improvement (QI) Manager will work under the supervision of the EQHA’s QI Technical Advisor. S/he will be responsible for the overall implementation of EQHA’s Objective 2 workplan and deliverables with the strong focus on overall implementation management of quality improvement activities at the sub-national level in current six target provinces and the extended EQHA sites. S/he will work closely and collaboratively with the government agencies and all stakeholders at sub-national, national programs’ staff, partners, and EQHA’s objective 1 and objective 3 team to ensures successful implementation of the provincial and district level quality improvement collaborative at public and private health facilities. S/he will coordinate with relevant stakeholders and QI champion to ensure best practice of QI Collaborative implementation is shared between current six EQHA target provinces and extended EQHA sites. S/he will manage and support QI coordinators and works closely with data entry officer and project operation assistant to ensure good data and admin support for smooth project implementation.

KEY RESPONSIBILITIES AND CONTRIBUTIONS:

Technical Management:

  • Participate in extension/annual work plan development and regular project meetings, offering strategic and adaptive solutions to any problems encountered and proactive suggestions to improve project implementation.
  • Provide day-to-day management of EQHA objective 2 workplan and activities and close collaboration and communication with all aspect of EQHA objective 2 activities and work collaboratively with objective 1 and 3 project team.
  • Manage the quality improvement project on TB continuum of care with an emphasis on improving systematic TB case detection, enrollment, and referral processes systematic screening,
  • Develop and update annual, quarterly, and monthly work plans, and Gantt-Chart to ensure the program is implemented successfully as planned.
  • Conducts regular field visits to support and provide guidance to Objective 2 project staff.
  • Conduct monthly project management meetings and monitor and review the project activities.
  • With significant input from EQHA’s technical team, implement coordinated and sustainable strategy for quality improvement of health services in public health sector.
  • Join with PHD and OD assessors and coach to conduct regular QI Collaborative coaching visits and mentor the team to improve quality of services through role playing, hand-on practice, observation, and immediate feedback and develop hospital-wide QI plan.
  • Work closely with EQHA team and sub-national government agencies (PHDs, ODs, RHs, PRH, HCs, etc.) to identify major gaps and propose contextual solutions and improvement priorities in health facilities.
  • Ensure documentation of best practices of QIC implementation among supported public and private health facilities and among six target provinces and extended EQHA sites.
  • Co-facilitate learning sessions to share best practice and model among supported public and private health facilities and among six target provinces and extended EQHA sites.
  • Conduct Community of Practice and promote on-going communication, best practice learning and sharing among coaches and assessors in target provinces.
  • Support EQHA in the process of accreditation implementation for public health facilities at sub-national level through working closely with Objective 3 of EQHA.
  • Ensure patients’ voices are integrated in QI collaborative and effort and patients are engaged in relevant EQHA activities by implementing patient feedback system.

    Monitoring, Evaluation and Learning:

    • Understands and actively links research data and MIS data with program design and improved program implementation, and decision making.
    • Ensure EQHA’ objective 2 team understand MEL’s and change idea’s indicators definition and data collection form in place by working closely with EQHA MEL Advisor.
    • Collaborate with EQHA MEL team to promote evidence-based decision-making culture to facilitate planning and quality improvement of healthcare at public health sector.
    • Document successes and lesson learned for donor reporting.
    • Provide input in quarterly, annual, and final report.

      Budget Management:

      • Manage all relevant program activity budget, in coordination with QI technical advisor, collaborate with responsible financial team.
      • Review and certify financial requests from QI coordinators and ensure compliance to donor and FHI 360 policies.
      • Monitor monthly financial burn rates, provide variance explanation, and develop the catch-up plan.
      • Identify and seek assistance from supervisor and relevant team for budget concerns.
