The Quality Improvement (QI) Coordinator for national level will work under the supervision of the EQHA’ QI/HSS advisor. S/he will support in overall implementation of EQHA’s Objective 2 and objective 1 workplan, with the focus on the QI tools and methods implementation using Health Care QI handbook at national level at both public and private health facilities, including providing support to Department of Hospital Services (DHS)/Quality Assurance Office (QAO) to conduct the training and coaching to NQEM-2 assessors, national programs, private health service providers and health facility based QI teams. S/he will coordinate with other QI coordinators and stakeholders to launch and roll-out the QI e-learning course. Together with EQHA MEL team, s/he will support the DHS/QAO to manage the QI e-learning platform including solving the minimum troubleshoots and working on technical hand-over procedure and documents of QI e-learning platform to ensure smooth transition and enhance ownership of DHS/QAO on the QI e-learning management. S/he will provide co-support to the hospitals to achieve development of the hospital wide QI/patient safety (PS) plan and a functional QI committee and team by working closely and collaboratively with provincial and districts’ NQEM 2’s assessors. S/he will support coordination with government agencies and all stakeholders (both public and private sector) at Phnom Penh Municipal Health Department (MHD) in their QI efforts.

KEY RESPONSIBILITIES AND CONTRIBUTIONS:

  • Apply creative shared learning approaches to engage public and private providers​ in QI effort over the course of program.
  • Together with QI/HSS Advisor, support DHS/QAO to organize training, including developing the agenda and materials, to build the capacity of hospital QI teams.
  • Support QI manager and PHD assessors to prioritize gaps found by NQEM-2 assessments in public hospitals and develop plan for quality improvement/change.
  • Support QI manager and other national programs in continuing to build capacity of QI coaches who will continue the support to ​private and public providers to implement change ideas in the areas of MCH, TB, HIV, and FP through the Model for Improvement approach (including Plan-Do-Study-Act [PDSA] cycle for testing and implementing changes).
  • Work closely with objective 1 team and ICT coordinator to support the finalization of newly clinical vignettes for including into NQEM-2 ICT tools.
  • Support the DHS/QAO to manage the QI e-learning platform including solving basic issue troubleshooting and working on technical hand-over of the e-learning platform in sustainable manner.
  • Together with QI e-learning program management team, develop promotional materials, report dashboards and disseminate the QI e-learning platform to relevant stakeholders.
  • Coordinate with QI coordinators in both EQHA and extended EQHA target sites and other stakeholders to launch and roll-out the QI e-learning course.
  • Support EQHA objective 2 team at provincial and district levels where relevant to roll out key activities such as the QI e-learning, minimum licensing standards, and accreditation process.
  • Work with the team of public and private providers to validate the data and analyze QI measures using run charts.

    Coordination activities:

    • Support EQHA team to facilitate the QI methods and tools trainings, reflection meetings, and follow-on coaching visits to support Private Health Service Providers Association of Cambodia (PHSAC)’s members and other private hospital associations in the implementation of these methods after training, as well as develop job aids for their training needs.
    • Together with Objective 2 team, support the national programs in rolling out the QI tools and methods training using Health Care QI handbook.
    • Support the project team to coordinate the application of digital FP competency assessment tool at private and public health facilities.
    • Document lessons learned and best practices of the interventions at private health facilities, make recommendations for future scale-up and present them to relevant stakeholders (NMCHC, DHS, etc.)
    • Maintain regular communication on QI activities via meetings, emails, telegram App, or phone.
    • Support objective 2 team to prepare presentation of their results (storyboards or PowerPoint presentations) for sharing at particular events such as learning sessions, exchange visit and other relevant forums.

      Others:

      • Develop monthly/quarterly plan/schedule for training/coaching visits.
        • Performs any other jobs as requested by the senior management team, or the Chief of party (COP), or Deputy Chief of Party (DCOP).
        • Willing to learn on the job and work in flexible hours when necessary.
        • Represent USAID-EQHA at sub-national level, designated forums, meetings or workshop if needed.

              QUALIFICATION:

              • Bachelor's Degree in medicine, Public Health, Healthcare Management, and/or any other relevant fields.
              • Certificates in Quality improvement course, hospital accreditation standards (preferrable)

                EDUCATION/EXPERIENCE:

                • Bachelor's Degree in medicine, Public Health, Healthcare Management, and/or any other relevant fields.
                • At least 4 years work experience in a job which required project management responsibilities.
                • Experience working with MoH in some capacity with positive relationships, either at national or provincial level.
                • Understanding the HEQIP II/National Quality Enhancing Monitoring program is an asset.
                • Experience working with private healthcare sector is an asset.
                • Program management skills –planning, monitoring, work plan development and management, budget management using excel.
                • Capacity building, offering feedback, coaching, and mentoring skills.
                • Facilitation and presentation skills, good coordination, and interpersonal communication skills.
                • Able to understand and monitor project indicators.
                • Highly organized, comfortable working on multiple simultaneous projects and government agencies (national and sub-national); ability to complete reports for on time submission and always meeting deadlines. Ability to bring concerns or adjustments needed to supervisor or SMT.
                • A desire to learn new skills.

                • Well-developed written and oral communication skills in Khmer and English.
