The Public Partnerships Division (PPD) of UNICEF works to strengthen UNICEF's position as a partner of choice for children's rights among governments and inter-governmental actors around the world. The Division is doing this by positioning children's rights in the intergovernmental and multilateral fora and engaging with governments and public institutions as resource, policy and programme partners. A key premise for PPD is that the engagement with countries should be holistic based on multiple aspects of partnerships, including policy advocacy and resource mobilization.

The Public Partnerships Officer would be part of the Asia, Latin America and Caribbean (Asia/LAC) Team in PPD. Under the leadership of the Senior Advisor and the direct supervision of the Public Partnerships Manager, the Public Partnerships Officer will contribute to the mobilization, management and development of resources and partnerships with the countries in the Asia and Latin America and the Caribbean Regions.

How can you make a difference?

Under the overall leadership of the Senior Advisor and the direct supervision of Public Partnerships Manager for Asia & LAC team, the Public Partnerships Officer will provide professional support in the areas of partnership development, resource mobilization and leveraging, inter-governmental advocacy and engagement, and strategic analysis. The Public Partnerships Officer will also provide any other related support to the PPD Asia & LAC team, as necessary. The Public Partnerships Officer will have the following key tasks:

Summary of key functions/accountabilities:

Partnerships Development

Facilitate bilateral meetings between senior management and government partner representatives in New York, Capital and on the margins of strategic meetings and conferences. This includes consolidating partner intelligence, drafting briefing notes and talking points, conveying sensitive information, and noting the points of discussion and action points. Contribute to the development of partnership engagement plans and strategies. This includes identifying partnership (advocacy and resource mobilization) entry points through the gathering of financial (ODA, thematic, humanitarian) and political intelligence of donors and matching it with UNICEF priorities. Efficient contributions management to build trust and credibility. This includes due diligence and oversight related to grant creation and allocation, timely and quality reporting, etc.

Inter-governmental advocacy and engagement

Support opportunities to engage with the Member States in the inter-governmental fora, such as the UNGA’s formal meetings and informal consultations as well as side-events, and other UN GA’s Third Committee on Social, Humanitarian & Cultural issues; Security Council; and ECOSOC Support the organization of theme-based briefing sessions for Member States related to UNICEF’s work in collaboration with other HQ Divisions. Provide political analysis and advice by a) identifying, analyzing, and monitoring political developments, trends and emerging issues in countries and regions as relevant/needed b) assessing implications and proposing recommendations to senior management on possible policies, strategies, and other measures to address issues of concern and to advance human/children’s rights. Track and advise on strategic, policy and operational decisions by the UN that may have human rights and protection implications for children and advise on measures necessary to protect and promote human rights of children in the countries.

Strategic analyses and Resource Mobilization

Monitor, analyze, and report on perspectives on the global and regional development agenda which directly or indirectly affect children, with special attention to governments. Support the team in advising senior management on developments and trends as well as on recommendations regarding follow-up activities in Asia and LAC regions. Track and share emerging trends and directions through mapping exercises and documentation. Assist the team in promoting increased contributions to UNICEF from countries in Asia and LAC. Regularly, use financial databases, such as FIORI, VISION, and Insight to generate updated information on the status of Regular Resources and Other Resource contributions to facilitate proper monitoring. Assist in promoting country offices’ access to south-south cooperation funding mechanisms such as the India-UN Development Partnership Fund. Support grants management, including reviewing agreements, extension requests, and act as focal point for consolidating information into novel UNISON system. Support the orientation for and provide guiding advice on the work of the team’s intern/fellow, including supporting the necessary trainings and development of work-plan. Support Asia/LAC team with strategic analysis of opportunities for engagement in Middle-Income countries

To qualify as an advocate for every child you will have…

Advanced university degree in one of the following fields: international development, international relations, social sciences, economics, public administration, business administration or other related disciplines. At least 2 years of progressively responsible professional work experience at the national and international levels in all aspects of partnerships management. Research or working experience in developing countries is required. Specialized training or experience in partnerships and contribution management and knowledge on economic transitions and climate financing from non-DAC countries would be highly desirable. Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
