Project Officer – Veterinary workforce development / eradication of peste des petits ruminants (PPR)

Contract & duration: OIE Staff – 24 mois Salary : between 3000-4000 € nets per month (depending on the profile)

Positioning and reporting

Under the authority of the Director General, the Project Officer will be directly answerable to Regional Programme Officer – veterinary workforce development / eradication of peste des petits ruminants’ and work under the direct supervision of the OIE Sub-Regional Representative for Eastern Africa and in collaboration with the Capacity-Building Department, the Status Department and the Engagement and Investment Department (World Fund) at the OIE Headquarters in Paris. S/he will work in close cooperation with other Regional Representatives, and other officers involved in similar activities.Job purpose The Project Officer will contribute to the OIE’s strategy for workforce development and veterinary paraprofessional (VPP) integration by supporting the implementation of projects which contribute to improving the enabling environments for the effective integration of VPPs into the veterinary workforce. These will address veterinary legislation, regulation and education, and include select national-level activities. S/he will support the OIE’s coordination of projects in Eastern, Southern Africa, and will be responsible for ensuring the timely and successful delivery of activities in line with objectives. S/he will participate in the operational implementation of the projects. Missions and activities Ensure the management and follow-up of the project Contribute to the development of a detailed project workplan to monitor and track progress:Identify risks, and analyse, manage and propose mitigation measures to ensure timely delivery of the project;Implement a programme M&E framework, performance metrics and capture information to track programme performance;Work with the Communications Department to develop and implement a communication plan;Participate in and contribute to the preparation of background documents and progress reports for the project governance mechanisms;Contribute, in collaboration with the Engagement and Investment Department, to the periodic reports required by donors;Coordinate specific technical activities and deliverables (including those implemented by consultants and external implementers), to ensure that the project delivers outputs on time, within scope and within budget. Contribute to the overall project coordination Share information and collaborate with project partners to facilitate smooth implementation of the project;Liaise with OIE HQ and Regional/Sub-regional staff involved in the implementation of the project;Support the management of the activities sub-awarded, outsourced or delegated to partners throughout the project, including experts, Collaborating Centres, and external suppliers.Support cross-cutting initiatives related to gender, climate and poverty reduction. Contribute to programme communication Organise and support international workshops, meetings, and conferences relevant to the project;Represent the OIE at external meetings as relevant;Provide topic-specific advice on matters relating to the project; Provide general support to the work of the Subregional Representation Assist in managing other OIE programmes within the sub-region, including following up Member Countries on required information, conducting country visits, etc.,

Qualifications and Experience

Required qualifications First degree in veterinary sciences, international affairs, public health, public administration, health management, social sciences, agriculture, or other relevant fieldsAt least 2 years of experience in project or programme management in international development cooperation and/or international research management Required technical skills Good project management skills Change management competenciesGood working knowledge of Microsoft Office, in particular Word and Excel;Good knowledge of digital tools for online collaborationExcellent writing skills and ability to summarise complex technical discussions into clear and concise reports; Ability to work in English at a high level including excellent oral and written communication skills;Intermediate command of the French language, both written and oral;Experience of gender equality approaches, human resource planning (workforce development) and/or economics are desirable Knowledge of animal health, livestock sector and/or health management are added advantage

Working conditions** Based at the OIE Sub-regional representation for Eastern Africa Nairobi Kenya. This post requires flexibility to travel internationally and long hours in a seated position at a computer.
