Objective.
The objective of the position is to support the Programme Management Officer for EUROCLIMA programme in the coordination, planning, implementation, and monitoring and reporting of regional and multi-country activities, in close coordination with UNEP LACO teams (climate change adaptation and mitigation, and cross-cross-cutting areas, such as finance and transparency), the EC, the EUROCLIMA implementing agencies, and the Programme Secretariat. The incumbent will represent UNEP at the PSU, ensuring EUROCLIMA programme coordination and coherence at operational level.
• Act as liaison to the EC and support the functions of the PSU on behalf of UNEP, including day-to-day programme coordination and monitoring, communication and visibility, reporting, knowledge management, preparation of meetings and events, including support to the Programme SC and MC meetings.
• Participate in the PSU weekly meetings with the EC and implementing agencies and the meetings of the Secretariat that the Programme Management Officer for EUROCLIMA programme deems appropriate, thus ensuring adequate representation and participation in the decisions adopted.
• Provide strategic advice to the EC during the processes of identification, selection and prioritization of national actions as part of the Country Dialogues, in close coordination with UNEP Representative offices in the Caribbean, Brazil, Mexico, Colombia, and the Southern Cone, when necessary.
• Follow up on the EUROCLIMA Programme operational and/or administrative processes necessary for the execution of the actions under the Programme, identify risks, and prepare alerts on issues that risk the execution of what was planned, in close coordination with the Programme Management Officer for EUROCLIMA programme and UNEP LACO teams (climate change adaptation and mitigation, and cross-cutting areas, such as finance and transparency).
• Prepare inputs in the planning and design of the workplan and budget for the new phase of the EUROCLIMA Programme, in close coordination with the Programme Management Officer for EUROCLIMA programme and UNEP LACO teams (climate change adaptation and mitigation, and cross-cutting areas, such as finance and transparency).
• Develop documents, presentations of actions/projects, status reports, financial statements and/or other materials required for the execution of the EUROCLIMA Programme.
• Participate and organize meetings, seminars, conferences and/or relevant missions for the execution of the EUROCLIMA Programme actions.
• Participate in, or take the lead in, interagency or expert working groups, either internally or with external parties, including weekly meetings with the EC.
• Maintain daily monitoring, periodic reporting and evaluation of the portfolio of ongoing and future actions through the management system of the EC, EUCLIDES.
• Contribute to the reporting of the programme to the EU and UNEP’s internal platforms, such as PIMS, RIMBI, and the preparation of presentations.
• Maintain good communication and information flows between partners and other stakeholders, in particular the EUROCLIMA implementing agencies.
• Support in the coordination of the design and implementation of the knowledge management strategy and mechanism agreed upon for the Programme, with the objective of (a) sharing lessons and learning for feedback; (b) Systematize results, products, and good practices and (c) sharing updated and relevant information.
• Lead the communication and visibility activities of the Programme and provide support to the PSU and UNEP teams in terms of communication and visibility of the selected activities.
• Provide substantive support to consultative and other meetings, conferences, etc., including proposing agenda items, identifying participants, editing documents, and presenting agenda-related topics.
• Oversee the monitoring of various agreements and contracts (contracting, implementation, closing) in compliance with UNEP’s internal procedures.
• Follow up on the progress of projects and the quality of deliverables, intermediate and final technical and financial reports, and annual financial audits. Work Location

Purpose.

The United Nations Environment Programme (UNEP) is the leading environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UNEP’s Latin America and the Caribbean Office (LAC Office), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

EUROCLIMA is the EU flagship cooperation programme on environmental sustainability and climate change in Latin America and the Caribbean (LAC). It aims at contributing to the LAC region’s Green Transition, through climate mitigation and adaptation efforts and through the protection and conservation of biological diversity. This objective will be achieved through two main outputs, which are: 1) strengthened enabling environment for a green transition (integrated policies, legal frameworks, sectoral plans and financial instruments) and; 2) transformative approaches in key areas for the green transition are developed, demonstrated and scaled up through the mobilization and leveraging of public and private finance.

EUROCLIMA is funded by the European Commission (EC), along with the German, French and Spanish governments, and is implemented by agencies of the European Union (EU) Member States (AECID, AFD, Expertise France, FIIAPP, GIZ) and the UN (UN Environment, ECLAC, and UNDP). The programme forms part of the regional Team Europe Initiatives “Latin America and Caribbean Green Transition” and “A Partnership for a Caribbean Green Deal”. Most EUROCLIMA actions will be defined in a participatory manner through Country Dialogue processes based on partner country needs and high-level decisions from regional political fora, such as the decisions coming from Forum of Ministers of Environment of LAC. The Country Dialogues will be organized, facilitated and coordinated by the Programme’s respective Country Dialogue Team, under the guidance and steer of the relevant EU Delegation and National Focal Point, and using existing processes and structures where relevant. This bottom-up and local approach for the identification/implementation EUROCLIMA Programme interventions directly responds to the needs expressed by the countries and combining them with a response from the implementing agencies in a timely and effective manner.

UNEP contributes to EUROCLIMA programme by:
i. Coordinating, planning and implementing regional and/or multi-country (two or more countries) actions, in coordination with countries and EU Member States Agencies (MSAs);
ii. Supporting the coordination and coherence of EUROCLIMA LAC through the established governance structure – Steering Committee (SC), Management Committee (MC) and the Programme Support Unit (PSU);
iii. Providing strategic advice during the processes of identification, selection and prioritization of national actions as part of the country dialogues;
iv. Supporting the implementation of national actions, in close coordination with the MSAs;
The Project Coordination Support/Consultant for EUROCLIMA Programme will be directly supervised by the Programme Management Officer for EUROCLIMA programme at UNEP LAC Office and will work in close coordination with the climate change officers responsible for climate adaptation, mitigation and finance. S/he will support the functions of the PSU on behalf of UNEP, including day-to-day programme coordination and monitoring, communication and visibility, planning and reporting, knowledge management, preparation of meetings and events, including support to Programme SC and MC meetings, in which the Programme Management Officer for EUROCLIMA programme participates on behalf of UNEP. The Project Coordination Support/Consultant for EUROCLIMA Programme will be part of the structure of the Secretariat of the programme (PSU), participating in its weekly meetings with the EC and implementing partners, and the meetings of the Secretariat that the UNEP’s Programme Management Officer for EUROCLIMA deems appropriate, thus ensuring adequate representation and participation in the decisions adopted.

The incumbent will provide support in coordinating the tasks mentioned below and the consultant will be supervised by the Programme Management Officer for EUROCLIMA programme at UNEP LAC Office. The consultant will be based at UNEP LAC Office, Panama City, Panama, and is expected to work 40 hours per week, from Monday to Friday, full time. Qualifications/special skills

Qualifications Required

ACADEMIC:
- Master’s degree in political science, international relations, international cooperation, business administration, environment, science, engineering, or another related field is required.

PROFESSIONAL:
- A minimum of five (5) years of progressively responsible experience in project or program management in the international cooperation sector; including multi-stakeholder program(s).
- At least 2 years of experience in policy-oriented work in the areas of climate change, environment, and/or natural resources in the Latin America and the Caribbean region.
- Practical experience with international donors and other public, non-state or private actors in developing countries, preferably in the LAC region, in the management of international technical cooperation projects. Knowledge of EU development cooperation programmes as an advantage.
- Experience in project monitoring and logframe design/updating.
- Proven knowledge of climate governance and international climate policy processes is desirable.
- Experience working and collaborating with governments and other relevant stakeholders of Latin America and the Caribbean on issues of climate change is highly valued.
- Previous work experience working at the UN or other international development organization is an advantage.

LANGUAGE:
- Fluency in English and Spanish is required.
