Job Purpose

The Project Assistant under the supervision of the Project Officer will be responsible for monitoring and implementing food and non-food activities in the field in the Idleb governorate.

Objectives

  • Implement food and non-food activities.
  • Complete deliverables to specification and within the timeline.
  • Represent Program and ACTED in Relevant Sectors.
  • Provide required information to relevant parties as dictated by contract and procedures.
  • Identify best practices and lessons learned.

Duties and Responsibilities

Finance

  • Collecting and reviewing the documents for payments.
  • File, scan, and send soft and hard copies of Finance documents as required by ACTED internal processes.
  • Respect and follow up on ACTED’s Financial procedures.

Reporting:

  • Record notes using records / daily report/, and deliver them to the project officer/ Debrief daily with the project officer.

Project Cycle Management:

  • Support project officer to provide orientation to LCs, and training to contracted vendors related to the project.
  • Conduct Need Assessment, Market Assessment, and Market Monitoring.
  • In coordination with the Project Officer, support the registration process for the vulnerable households across the locations mentioned in the field and ensure all the information requested is in place.
  • In the time of rapid-onset food and non-food programs, participate in and contribute to rapid assessments.
  • Work under the direction of the project officer in coordination with Local Councils/Camp management to set up safe and efficient, organized distributions and redemptions, including site selection, communication to beneficiaries of Cash and/or vouchers and/or in-kind items, and management of problems that may arise. Adhering to ACTED (SOP), safety, and security measures.
  • Participate in and contribute to regular Program Management discussions about ways to improve program safety, efficiency, and effectiveness.
  • Understand and protect the rights and dignity of all community members and beneficiaries, especially the most vulnerable. Support ACTED in the continued development and implementation of systems to promote protection and safety.
  • Carry out beneficiary assessments based on predefined assessment formats; lead field assessor’s teams in the area of operation.
  • Verify preselected beneficiary lists through repeated field visits and liaison with local authorities.
  • Communicate to the communities involved in the food and non-food programs, the selection and implementation process of the project.
  • Contribution to the project officer in distributions and redemption, including ensuring the implementation of safe delivery and distribution to beneficiaries of Cash and/or vouchers and/or in-kind items, adhering to ACTED (SOP), safety, and security measures.
  • When the voucher program is implemented, ensure together with the logistics department the redemption of vouchers from the suppliers involved in the voucher program.
  • Liaise with Logistics, Finance, and other departments as appropriate to identify and plan the support needed for the implementation of projects.
  • Provide high-quality support and supervision to Outreach and Daily Workers.

Adherence to All Applicable Regulations:

  • Ensure the beneficiaries meet the selection criteria,
  • Ensure all the information from beneficiaries for the project is collected,

Necessary documentation for project completion is in place,

QUALIFICATIONS

  • College or University degree or undergraduate.
  • At least a year of experience with emergency programs including food and/or NFI with in-kind, voucher, and cash modalities.
  • Fluent in Arabic (Reading and Writing).
  • Excellent organizational and program management skills and the ability to anticipate program needs.
  • Demonstrated proficiency with MS Office software (especially Word, and Excel)
  • Excellent using data collection tools such as KOBO, ODK, and I-Forms.
  • Excellent communication skills.
  • Ability to work in challenging environments.
  • Good English skills B1 intermediate.
  • Demonstrated ability to work effectively in a team environment.
