All selected candidates will, therefore, undergo rigorous reference and background checks.   Commissioned by the Swiss Agency for Development and Cooperation (SDC), the United Nations Development Programme Georgia, in collaboration with the Ministry of Agriculture and Environmental Protection, the Ministry of Education and Science of Georgia and the Vocational Skills Agency, implements a “Modernization of VET System related to Agriculture and Rural Development in Georgia” Project aiming at improved agricultural knowledge and skills contributing to increased productivity, income and employment of rural youth, women and man in Georgia.

The Project provides support to national and sub-national structures and systems for the improved competencies that are aligned to market demands and contribute to enhanced (self)-employment and higher income for a vibrant rural economy and better livelihoods for youth, women, men and vulnerable groups through contributing to system and policy development as well as institutional strengthening and coordination, engaging and supporting regional partners and providing technical and management support to selected service providers (colleges, municipal and regional Information and Consultation Centers) to transform into skills hubs. Furthermore, the Project will contribute to increasing the attractiveness of vocational education and training, particularly among ethnic minorities, and strengthening aspects of short-term training, entrepreneurship, and digitalization, and maintain support to capacity development models that stimulate the rural areas possessing comparative advantages for economic development.

Through facilitating strengthened institutional set-up capable to deliver high quality A-VET, rural development and agriculture extension services for lasting impact on the livelihood of the rural farming community in Georgia, the Project will strive to achieve the following outcomes:

Quality of agricultural VET and extension services in Georgia is enhanced due to effective cooperation of public and private stakeholders. Rural youth, women and men learn and apply relevant agricultural knowledge and skills, which are responding to the market needs. Duties and Responsibilities Provide technical support on the project intervention areas to ensure successful implementation of the project and delivery of objectives; Provide management support, coordination and monitoring of project implementation; Support strategic linkages and partnerships with on-going UNDP interventions, government stakeholders, development partners and other national stakeholders to ensure inclusive implementation and participation in project activities;  Develop knowledge products, lessons learned and best practices on the project to contribute to project and UNDP’s learning objectives; Specific Tasks and Responsibilities: Technical support on the project intervention areas to ensure successful implementation of the project and delivery of objectives: Provide technical advisory on the implementation of project activities and support project partners to interpret and design innovative strategies for delivering project outputs; Ensure alignment to UNDP policy and programme management procedures, ensuring integration of UNDP innovation and knowledge products and tools as may be relevant, to aid project implementation and capacity building; Contribute to development of strategic documents, project concepts/terms of reference, and provide first line review on written outputs, and facilitate a coordinated mechanism for feedback and validation; Conduct regular research, analysis and feasibility assessment of proposed project activities, and maintain knowledge of key development trends and challenges issues as they may be relevant to Georgia’s  development context; Provide technical support to the implementing partners, acting as a liaison between UNDP and the partners, to facilitate integration and partnerships on the project; Collaborate with other programme units and projects teams to ensure integration of critical development issues in the project activities and expected project outputs; Ensure all project interventions integrate a gender and social inclusion perspectives. Management support, coordination and monitoring of project implementation: Support the Project in the development of analytical reports, subject matter presentations, annual reports and/or outreach materials as relevant; Review the project results framework and update the indicators, baselines, and targets relative to the agreed project plans and strategies and develop clear strategies for data collection and means of verification; Monitor project implementation and manage arising project issues and risks, providing progress on attainment of project results, and documenting of best practices from implementing partners;  Support project partners in developing implementation plans and facilitate an effective system for monitoring, information sharing and reporting on the project. Strategic Linkages and partnerships with government stakeholders, development partners and other national stakeholders to ensure inclusive implementation and participation in project activities. Maintain and regularly update a stakeholder mapping and analysis, also identifying strategic areas for collaboration and engagement with iner/national actors; Support the implementing partners to establish and/or activate collaborative platforms and dialogues in context of the project objectives, including gender and youth led platforms; Effectively participate and ensure sound contributions to knowledge networks and communities of practice on related issues; Seek opportunities to develop close linkages and partnerships with government entities, business, and other NGOs nationally and internationally in support to the project objectives. Develop knowledge products, lessons learned and best practices on the project to contribute to project and UNDP’s learning objectives: Identify and document best practices and lessons learned generated from the project on regular basis; Support establishment of knowledge platforms for the project and facilitate innovative mechanisms for dissemination of knowledge from the project;  Support national partners to adopt and develop innovative mechanisms for data collection, and use of evidence in the project;  Develop knowledge resources and briefs as may be required on the project to support UNDP’s engagement in this area; Ensure all knowledge products include a focused chapter on gender, ethnic minotrities and youth and where appropriate ensure development of at least on gender and / or youth knowledge product.

   Institutional Arrangement

The Project Analyst will work under the supervision of the Project Manager in close collaboration with the national project implementing partners, including the Ministry of Education and Science of Georgia, the Ministry of Environmental Protection and Agroculture and Vocational Skills Agency. S/he will be expected to consult and facilitate collaborative engagement for specific project outputs.
