Job Purpose

Under supervision of the Country Cluster Delegation (CCD) Programme Coordinator, the Programmes and Coordinating Officer ensures speedy, high quality, coherent and well-coordinated programming. S/he oversees the implementation of the Operational Planning alongside with emergency operations that deliver against key regional results spanning five Strategic Priorities (SPs): Climate; Crisis and Disasters; Health; Migration; and Value, Power and Inclusions (VPI) as well as three Enabling Approaches: Engaged; Accountable; and Trusted. The Officer maintains an oversight of the evolving humanitarian context in Cambodia and ensures that IFRC programme and operational support is agile and continues to meet the common and unique needs of the Cambodian Red Cross Society (CRC). This position also ensures that IFRC support to operations and programmes continually adds to enhancing capacities of CRC.

Job Duties and Responsibilities

Programme Development and Emergency Response:

  • Lead IFRC support to CRC in developing programmes and operations which are relevant to the needs of vulnerable communities and implementing them as per agreed plans of action.
  • Coordinate work closely with Movement partners (ICRC and Partner National Societies, if any), donors and other internal and external stakeholders throughout the programming cycle to facilitate a synergetic effort to programmes and operations.
  • Provide CRC with guidance in developing emergency plans of actions, submitting DREF requests and launching Emergency Appeals.
  • Provide technical guidance and oversight to CRC in implementing and monitoring IFRC-funded operations to ensure the application of IFRC policies and standards in delivering humanitarian assistance to people affected by disasters and crises.
  • Provide technical advice and guidance in all programme and operation areas to support implementation and quality assurance, including backstopping for technical leads as may be required.

Strategy Setting:

  • Contribute to the overall strategic planning for CCD under guidance of the CCD’s Programme Coordinator and in close collaboration with CRC.
  • Provide strategic and technical advice to the CCD technical leads and collaborate with the CCD team to address them with a focus on strengthening community resilience and effective disaster and crisis response.
  • Provide strategic direction to CRC for Disaster Risk Reduction, Shelter, Livelihoods and Basic Needs, Health, WASH, Protection, Gender and Integration (PGI) and Migration as well as Cash-Based Interventions (CBI), Community Engagement and Accountability (CEA), Logistics, National Society Development, Volunteering and Youth for delivery against key results in high quality and accountable manner.
  • Provide strategic direction to CRC, and where necessary technical guidance, to systematically strengthen CRC’s capacities and enable it to fulfil its humanitarian mandate. Promote innovative approaches in programmes and operations, including anticipatory financing and forecast-based action.
  • Promote the application of and compliance with key documents endorsed and adopted by member National Societies in global and regional statutory mechanisms, including Strategy 2030, the Principles and Rules of Red Cross Red Crescent Humanitarian Assistance and Manila Call for Action.
  • Ensure alignment of plans, communication, quality assurance and strategic directions between country, CCD and APRO.
  • Lead IFRC support to CRC in operationalizing the Action Plan for Cooperation in Preparedness and Response to Large-Scale Disasters and Crises as endorsed by the leadership of CRC.

Technical Support:

  • Promote opportunities for CRC to develop capacities of their personnel in managing programme and operation activities in accordance with international accepted standards by providing professional expertise in policy development, programme monitoring, impact assessment, reporting skills and administrative systems among others.
  • Promote the full integration of National Society Development (NSD) interventions within and across all programmes and operations to ensure coherent and systematic coordination of capacity building inputs and approaches.
  • Organize IFRC workshops and trainings.

Coordination, Cooperation and Networking:

  • Facilitate regular operational and technical coordination among Movement partners in the country and ensure that relevant policies of the Movement and pre-agreed thematic issues are followed up on.
  • Develop effective mechanisms for coordinating the support of Movement partners in the event of a large-scale disaster or and crisis.

3. Build and nurture solid relationships with key external partners in Cambodia including, the Humanitarian Response Forum, academia and the private sector – for enhancing innovative approaches in programmes and operations, and research on expanding investment in preparedness and community resilience.

4. Ensure technical-level engagement with the national and sub-regional bodies as essential stakeholders in attainment of global agenda targets including those of the Humanitarian Standards, Paris Agreement, Sustainable Development Goals (SDGs) and Sendai Framework.

5. Provide inputs to the readiness plan of the CCD and support CRC in facilitating preparedness-for-disaster (pre-disaster) meetings, bringing together Movement and external partners with the view of positioning them to deliver coordinated humanitarian action in disasters and crises.

6. Ensure effective communication with in-country donors and maintain an oversight of all funding and pledges related to programmes and operations and ensure these are delivered on time and are of quality.

7. Support CRC in its engagement in the South-East Asian Networks of National Societies.

Monitoring, Evaluation and Reporting:

  • Lead the process of effective, timely and comprehensive reporting to partners and back donors in collaboration with the respective technical colleagues in National Societies and the CCD.
  • Promote and engage in systematic monitoring and evaluation of IFRC-supported programmes and operations.
  • Prepare accurate and timely monthly operational highlights, quarterly updates on operations and annual updates on operations as well as delivers inputs for standard reports.

General Management:

  • Accountable to the CCD Programme Coordinator on achievement of results of Cambodia’s Operational Plan.
  • Responsible and accountable for the overall day-to day management and coordination of programme and operations ensuring sound planning and financial management in accordance with IFRC policies, standards and practices.
  • Ensure compliance with applicable laws and agreements to minimize risk of harm to the IFRC and its personnel, properties and resources. Includes compliance with procurement procedures and standards, identifying risks and challenges to the ongoing operations and programmes.
  • Contribute to upholding IFRC policies, procedures and management system within the CCD and support their improvement and review as necessary.
  • Support the CCD in all other matters related to the IFRC activities in the country and as needed CCD.

Representation:

At the request of the Head of the CCD and the CCD Programme Coordinator, represent IFRC in engagements with National Society leadership, Movement coordination platforms, Governments, Diplomatic Missions, Sub-Regional Bodies, the UN system and the humanitarian community.

Support services:

If applicable, be responsible for support services to be provided in Cambodia for IFRC CCD and integrated PNS, including but not limited to:

  • Human resources: recruitment process, visa process, delegate registration with MOFA, etc.
  • Administration: office registration with MOFA, import/export process, workshops and meetings organization, etc.
  • Finance: IFRC local bookkeeping, collection of invoices and preparation of payment vouchers to be sent to CCD.
  • Logistics: transportation, accommodation and travel arrangements, procurement for office need, assets register and monitoring.
  • Security: Be the security focal point for Cambodia.

Education

Relevant university degree or equivalent knowledge

Experience

Experience of working for Red Cross/Red Crescent National Society

Experience of working in Southeast Asia context

7-year experience of working for a humanitarian aid organisation in developing countries.

Minimum 5 years professional experience in OD Support

Experience of report-writing, planning and managing a budget

Knowledge, Skills and Language

Basic Delegates Training Course, Impact of equivalent knowledge

Self-supporting in computers (Windows, spreadsheets, word processing etc)

Skills in training and developing staff

Excellent skills in networking with other agencies and organisations

Fluently spoken and written English

Good command of another IFRC official language (French, Spanish or Arabic)
