Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is Rupees1,972,279.- yearly.

    Introduction

    ‘Promoting decent work through good governance, protection and empowerment of migrant workers: Contributing towards effective implementation of the Sri Lanka National Labour Migration Policy’ is the International Labour Organisation (ILO) component of the Safe Labour Migration Programme (SLMP) in Sri Lanka, supported by the Swiss Agency for Development and Cooperation (SDC) Global Programme for Migration and Development since 2010. In this phase of the Project, interventions will now shift from policymaking to enhanced policy implementation through the assumption of ownership of the Safe Labour Migration Programme by the Government of Sri Lanka and other stakeholders.

    In line with the wider objectives of the Safe Labour Migration Programme, the Goal of this Project is “Labour migration in Sri Lanka is well-governed, orderly and regular for all women and men, ensuring decent, safe and productive employment”. The means with which this Goal can be achieved through the effective implementation of the Government of Sri Lanka’s National Policy on Migration for Employment and the related Sub-Policy and National Action Plan on Return and Reintegration. The Project has structured around three outcomes: (1) enhancing the benefits of the labour migration governance framework (the National Policy on Migration for Employment and the Sub-Policy and National Action Plan on Return and Reintegration) through improved monitoring and review of its implementation; (2) fostering fair and ethical recruitment, skills recognition and certification, and strengthen service delivery by state officials, through strategic initiatives which will be driven by the stakeholders themselves; and (3) where policymakers, public officials and other stakeholders are provided with an evidence base for their informed participation in policy, dialogue and action on labour migration.

    Reporting lines:
    The Programme Assistant will work under the direct supervision of the National Programme Coordinator (NPC), and under the overall guidance of the ILO Country Director for Sri Lanka and the Maldives.

    Description of Duties

    1. Assist with the planning and preparatory work of the project initiatives.
    2. Monitor status of programme and/or project activities and receipt of documentation for review and approval. Ensure compliance with applicable rules, regulations, policies, procedures and guidelines. Inform the supervisor of any discrepancies.
    3. Input complete data and process administrative actions on programme and/or project delivery in the enterprise resource planning (ERP) system. Based on information in the enterprise resource planning (ERP) system, inform the supervisor of inconsistencies and short falls in delivery and status of allocations. Distribute project documents to concerned parties upon approval of supervisor.
    4. Follow-up on programme matters, including the timely submission of terms of reference (TOR) for external collaborators, confirmation of funds, and other required programme actions.
    5. Provide support for the organizing seminars, workshops, meetings and other events.
    6. Draft communication materials to communicate project information to external stakeholders.
    7. Maintain and update databases. Perform basic searches for information and prepare and update periodic reports, backfolding information, briefing notes and statistical summaries.
    8. Respond to requests for general information on programme and/or project related matters.
    9. Keep abreast of changes to relevant programme-related policies, procedures, guidelines and processes and share information with concerned parties, providing further clarification as required.
    10. Provide general office management support, including attending meetings and drafting correspondence including minutes.
    11. Perform other relevant duties as assigned.

    Required qualifications

    Education

    Completion of secondary school education. Professional/vocational education or Training in accounting or finance and administration would be advantage.

    Experience

    Minimum of five years of project support experience, including in programme and project administration. Experience of working with an enterprise resource planning (ERP) system.

    Languages

    Excellent command of English and Sinhala or Tamil.

    Competencies

    • Knowledge of programme and/or project administration.
    • Knowledge of results-based management (RBM).
    • Good knowledge of PC software (including word processor, spreadsheet and presentation software) such as Microsoft Office.
    • In addition to the ILO core competencies [Integrity and transparency, Sensitivity to diversity, Orientation to learning and knowledge sharing, Client orientation, Communication, Orientation to change, Takes responsibility for performance, Quality orientation, Collaboration], this position requires:
