Standard Job DescriptionProgramme Assistant Organizational Setting and Work Relationships The Programme Assistant receives guidance from more senior programme staff and may receive indirect guidance from other sections and units relevant to the country programme(s). UNHCR Manual, programme objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Programme Assistant. The incumbent is expected to have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor programme activities and implement administrative requirements. S/he is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties - Provide administrative assistance and support in routine services and activities within Programme. - Assist in organizing and documenting the selection of partners in accordance with the policy on selection and retention of partners, ensuring due diligence to meet the requirements of projects. - Provide support to ensure partnership agreements are established in a timely manner, regularly monitored and reported on in compliance with established guidelines and procedures included in the framework for implementing with partners. - Guided by the MFT approach, contribute to monitoring activities implemented through partnerships and those under direct implementation in line with Programme Manual and programming instructions. - Assist in ensuring compliance with issuance of audit certificates for partners in line with the Policy on Risk-Based Project Audits - Use UNHCR¿s corporate tools (e.g. Focus Client, Global Focus Insight and FOCUS Reader, MSRP) for core activities related to planning, budgeting, implementation and reporting, generating data for evidence-based programmatic decisions and analysis. - Actively contribute to UNHCR¿s programming of community of practice and to the improvement of programming tools and processes. - Perform other duties as required. Desired Candidate ProfileThe United Nations High Commissioner for Refugees (UNHCR) is mandated to lead and coordinate international actions to protect refugees and other displaced populations worldwide.
UNHCR established its presence in Georgia in 1993, to provide emergency humanitarian assistance to internally displaced persons (IDPs) who had fled armed conflict in Abkhazia and South Ossetia in 1992-93. Since then, the work of UNHCR in Georgia has evolved by also including refugees, asylum seekers and stateless persons. As such it is firmly embedded in UNHCR's global mandate to provide protection to refugees and other displaced populations and to assist states in finding durable solutions for them. The objective of UNHCR's engagement is that the rights of asylum seekers, refugees, the internally displaced and stateless persons - are respected, protected and ensured, that their basic needs are addressed and that human security is enhanced.
Since the outbreak of the war in Ukraine on 24 February 2022, Georgia has turned into an important country of destination, as well as a transit for citizens of Ukraine, who fled the armed conflict and found refuge in Georgia. Over the past months, the population of Ukrainians has been relatively stable exceeding 25,000 persons at any given time.
In light of the above-mentioned developments, UNHCR scaled up its existing assistance programs to include refugees from Ukraine and ensure at least minimal social protection for the most vulnerable and seeks to hire a programme assistant to support the implementation of programmatic work for refugees from Ukraine and other origins, with specific focus on supporting the implementation of Cash-Based Intervention (CBI) program in addition to the duties outlined in the job description. In that regard, the incumbent is expected to assist in the administration, tracking, and reporting of the CBI program implementation parameters using UNHCR’s corporate data management tools.
