About Us

The International Cooperation and Assistance Division serves as international provider and platform for providing specialised and technical assistance in support of States Parties efforts to meet their obligations under the Convention through a portfolio of wide range of programmes and projects. These capacity building programmes are aimed at contributing to build and enhance States Parties capacity to fostering the use of chemistry for peaceful purposes for the economic and technological development of the States Parties; facilitating the national implementation and responding and dealing with threats involving toxic chemicals.

    Responsibilities

    Job Summary

    Office of the Director, International Cooperation and Assistance is searching for an SSA Consultant for the role of Programme Advisor/Coordinator of the Africa Programme. Under the direction and supervision of the Director, International Cooperation and Assistance Division (ICA), the incumbent will: i) Coordinate, facilitate, and promote the implementation of the OPCW Africa Programme; and ii) Contribute the knowledge and lessons learned through the Africa Programme to building synergies across the Division’s capacity-building efforts, towards enhancing the cross-Article, thematic, and holistic regional approach. In so doing, the best use of ChemTech Centre will be an integral element to enhance capacity-building efforts for the Region.

    Main Responsibilities

    Under the direction and supervision of the Director, International Cooperation and Assistance Division (ICA), the incumbent will perform the following duties;

    1.Coordination of the implementation of the OPCW Africa Programme:

  • Coordinate, facilitate, and promote the implementation of the 6th Phase of the OPCW Africa Programme (2023-2025), in close collaboration with relevant units in the Technical Secretariat, and externally with the Member States, stakeholders, as well as implementing and funding partners;
Ensure that Africa’s priorities are duly reflected in the ongoing and future capacity-building activities at the ChemTech Centre and that these are appropriately integrated into the Africa Programme;Spearhead the resource mobilisation for the special extra-budgetary projects under the Africa Programme, and coordinate the timely and effective implementation of the funded projectsCoordinate the interactions with the African Union and other (sub)regional and international organisations;Ensure the implementation of the Monitoring, Evaluation and Impact Assessment Framework devised for the Africa Programme, including the regular coordination with the Programme alumni and their respective National Authorities and Permanent Representations;Administer the OPCW Africa Network, data analytics and ensure the timely issuance of the periodic OPCW Africa Bulletin;Ensure timely reporting and communication on the Africa Programme for Member States, including formal reporting to the OPCW Policy-Making Organs, and briefings and background documentations for the Division and Senior Management;Support the functioning of the Africa Programme Steering Committee serving as its secretary and prepare the inputs and documents of the Technical Secretariat for the Committee meetings;Participate in relevant meetings and events pertaining to the Africa region, as required; andProvide advice on and coordinate the processing of requests and issues emanating from African States Parties, as assigned by the Director of the ICA Division.

2. Perform any other duties in the area of competence as assigned by the Director of ICA Division.

Qualifications and Experience

Education

An advanced university degree in management, social sciences, science and technology, international relations, or a related discipline, in combination with 7 years of relevant experience. A first level university degree in combination with additional qualifying experience (minimum 9 years) may be accepted in lieu of the advanced university degree.

Knowledge and Experience

Experience in developing strategies, analysing issues and implementing them in an international context; Experience in formal programme management approaches, stakeholder engagement, results-based monitoring and evaluation; Knowledge of the methods and experience in use of analytical instruments in the field of chemistry in the international context;

Skills and Competencies

Strong analytical and conceptual skills in analysing operational issues in a complex environment, formulate options, and propose and implement solutions; Excellent verbal and written communication skills including the ability to prepare reports and conduct presentations; Problem-solving skills; Flexibility and ability to work under pressure; Excellent interpersonal skills - ability to establish and maintain productive partnerships with clients; Tact, discretion, and the ability to work harmoniously in a multi-cultural environment; Strong project management skills; Ability to manage politically sensitive issues; Computer literacy (MS Office packages).

Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.Additional Information

This appointment is until 31 December 2023.

A monthly fee will be paid. This is not a staff position and all other costs except travel to be borne by the Individual Contractor. (Inc. tax and insurance).
