Position Summary:

The Program Officer will work under the direction of the Deputy Chief of Party - Technical (DCOP-Technical). S/he will take roles on Internet communication technology and provide administrative assistance and support to project. S/he will collect, compile, and analyze information relevant to projects (e.g., update manuals, assist with proposal, process more complicated paperwork). S/he will provide administrative and project support, in addition to communication efforts related to project management and execution. S/he will coordinate with technical team and prepare presentations and support other related project objectives and deliverables.

Responsibilities:

Internet Communication Technology (ICT):

  • Provide guidance on the strategic use of the digital communication technology across key project activities to the COP, DCOP–Technical and other technical staff;
  • Oversee the overall design and implementation of all activities in relation to the use of the digital communication technology with a focus on the following:
  • Support the local SCALE partners to develop and strengthen progressively, a user friendly internet-based hub aimed at sharing and promotion of use of evidence-based technical resources for strengthening capacity of the community residents and community-level health care providers; which includes: 1) easily accessible technical resources on how to provide culturally competent, gender-sensitive health care services – case studies, practical instruction, training guides, and demonstration in Chinese and ethnic minority language as appropriate; 2) innovative social media interface to strengthen community engagement and increase sharing and exchange of targeted health literacy material, tools and messages among individuals of the communities at the SCALE sites, including serving as an official site for announcing the RFA, and promoting activities, for the community solutions fund.
  • Support the HIV/AIDS partners to streamline the WeChat-based ART applet for increasing health literacy among the registered HIV clients and their family members and strengthening their access to health services.
  • Support the SCALE partners to implement strategic, culturally responsive, and gender sensitive interventions to increase wider dissemination of targeted health literacy streaming videos within and cross the local communities and strengthen significant online engagement to create health resilient communities.
  • Mentors and trains project staff, partners, and stakeholders on the strategic tracking and use of social media platforms to increase health literacy and uptake of health services;
  • Supports Technical Advisor – M&E/SI/CLA to track and report against online community engagement indicators.

    Programmatic Administration:

    • Collaborates with the project management team to assist in ensuring project needs and requirements are met.
    • Collects existing information (metrics, data, etc.) for use in reports, reaching out to subcontractors, grantees, and partners for external information.
    • Facilitates communication by answering partner inquires.
    • Coordinates assigned project activities.
    • Assists in the management of the project calendar to ensure project deadlines are being achieved.
    • Sets up and maintains electronic and physical project files.
    • Reviews and contributes to work plans.
    • Supports project/project teams administratively to provide high quality deliverables to clients.
    • Fulfills other administrative and special project duties as assigned.
    • Assists to draft and contributes to the development and management of contracts and grants as needed or required.

      Minimum Requirements:

      • Bachelor’s degree in management, public heath, or social sciences; Master’s degree preferred.
      • Experience on social media management and/or working in marketing agency.
      • Digital image processing and video editing skill is a plus.
      • At least 3 years of experience with NGOs or funding organizations involving program implementation and management.
      • Superior written and oral communications skills in English.
