Project Background
The Projet Paysages Résilients – Nord (PPR-Nord) is a five-year USAID activity that aims to increase community resilience across three sub-watersheds (Les Perches, Bahon and Joli Trou/Cormiers) in Northern Haiti, by protecting and restoring ecosystem functions and services using a community-led and integrated landscape management approach. PPR- Nord is shaped on three primary intertwined strategic components: 1) promotion of income-generating activities that strengthen sustainable landscape management; 2) rehabilitation of degraded landscape units within the three sub-watersheds; and 3) enhancement of the environmental governance capacity of communities/stakeholders for effective natural resource management (NRM).
At the end of its implementation, PPR-Nord will have achieved the following:
· 50,000 farmers engaged in environmentally restorative and economically productive activities.
· 11,000 hectares of land put under improved forest landscape restoration practices or land management technologies contributing to climate risk reduction and sustainable NRM.
· 30 percent of females and 50 percent of youth inclusively committed in watershed management governance and leadership.
PPR-Nord is not a safety net or a crisis response activity; instead, it is a forest landscape restoration (FLR) initiative aiming to strengthen land use resilience, ecosystem recovery and inclusive governance across these three sub-watersheds while creating socio- economic wellbeing opportunities for target beneficiaries, using cost-effective, suitable, and replicable land management approaches, tools, techniques, and/or technologies. The implementation of the PPR-Nord activity is primarily guided by a holistic and people-centered logic where planned restorative interventions and the desired outcomes take into consideration cross-sectoral priorities and interests at the sub-watershed level, stakeholder inputs and expectations, and the contextual configurations of the targeted landscapes.
PPR-Nord focuses on FLR-tailored interventions that contribute to, consolidate, and sustain short, medium, and long-term ecological, socio-economic, cultural and resilience benefits for communities and farmers within and downstream the targeted sub- watersheds. In other words, if land-users in the three sub-watersheds adopt more sustainable landscape management practices that improve land use, systems productivity, and tree cover then communities will be more resilient to climate risks or stresses, including drought and flooding, and will experience improved economic security.
Position Description
The Procurement and Grants Manager is responsible for overall management of PPR-Nord Procurement and Grants activity. He/She will ensure the integrity, fairness and openness of procurement and Grants processes in compliance with USAID Rules and Regulations as well as DAI policies and Procedures.
