Project: Projet Paysages Résilients – Nord (PPR-Nord)

Project Background

The Projet Paysages Résilients – Nord (PPR-Nord) is a five-year USAID activity that aims to increase community resilience across three sub-watersheds (Les Perches, Bahon and Joli Trou/Cormiers) in Northern Haiti, by protecting and restoring ecosystem functions and services using a community-led and integrated landscape management approach. PPR- Nord is shaped on three primary intertwined strategic components: 1) promotion of income-generating activities that strengthen sustainable landscape management; 2) rehabilitation of degraded landscape units within the three sub-watersheds; and 3) enhancement of the environmental governance capacity of communities/stakeholders for effective natural resource management (NRM).

At the end of its implementation, PPR-Nord will have achieved the following:

· 50,000 farmers engaged in environmentally restorative and economically productive activities.

· 11,000 hectares of land put under improved forest landscape restoration practices or land management technologies contributing to climate risk reduction and sustainable NRM.

· 30 percent of females and 50 percent of youth inclusively committed in watershed management governance and leadership.

PPR-Nord is not a safety net or a crisis response activity; instead, it is a forest landscape restoration (FLR) initiative aiming to strengthen land use resilience, ecosystem recovery and inclusive governance across these three sub-watersheds while creating socio- economic wellbeing opportunities for target beneficiaries, using cost-effective, suitable, and replicable land management approaches, tools, techniques, and/or technologies. The implementation of the PPR-Nord activity is primarily guided by a holistic and people-centered logic where planned restorative interventions and the desired outcomes take into consideration cross-sectoral priorities and interests at the sub-watershed level, stakeholder inputs and expectations, and the contextual configurations of the targeted landscapes.

PPR-Nord focuses on FLR-tailored interventions that contribute to, consolidate, and sustain short, medium, and long-term ecological, socio-economic, cultural and resilience benefits for communities and farmers within and downstream the targeted sub- watersheds. In other words, if land-users in the three sub-watersheds adopt more sustainable landscape management practices that improve land use, systems productivity, and tree cover then communities will be more resilient to climate risks or stresses, including drought and flooding, and will experience improved economic security.

Position Description

The Procurement and Grants Manager is responsible for overall management of PPR-Nord Procurement and Grants activity. He/She will ensure the integrity, fairness and openness of procurement and Grants processes in compliance with USAID Rules and Regulations as well as DAI policies and Procedures.

Key Duties and Responsibilities

Procurement

  • Lead PPR-Nord procurement processes including preparing and reviewing specifications, solicitation documents, managing evaluations, drafting requests for approval, and overseeing vendor selection process
  • Review and approval the procurements requests in TAMIS per PSOA
  • Review and approval vendors selection process in TAMIS per PSOA
  • Review and approve payment requests in TAMIS as per PSOA
  • Review procurement files to ensure completeness and filing in TAMIS
  • Ensure complete procurement documentation are filed in SharePoint and in hard copies
  • Ensure post award management of Purchase Orders, subcontracts, BPAs etc…
  • Perform other tasks as assigned.

Grants

  • Oversees and manages the PPR-Nord Grants processes including solicitation, applications review, award, post award management and Grants closeout in compliance with USAID rules and regulations as well as DAI policies and procedures.
  • Prepare/review the grants solicitation documents
  • Set up and oversee the applications Evaluation Committee
  • Communication with the applicants
  • Prepare grants agreements
  • Organize and conduct kickoff meetings with the grants
  • Ensure post award grants management in coordination with PPR-Nord team and in accordance with USAID rules and DAI policies and procedures
  • Coordinates with PPR-Nord technical team and Finances team to ensure on-time deliverables, grants payments
  • Evaluation of grants performance in coordination with PPR-Nord team
  • Ensure all the required documentation is uploaded in TAMIS grants section and well as on Sharepoint.
  • Maintain up to date grants section in TAMIS
  • Grants closeout
  • Perform other tasks as assigned

Management

  • Supervise PPR-Nord Procurement and Grants staff work
  • Train PPR-Nord staff on Procurement and Grants
  • Conduct Procurement and Grants documentation review to ensure completeness, accuracy and compliance
  • Assist and collaborate in internal and external Audit preparation and Audit recommendation implementation
  • Carry out other duties and responsibilities as directed

Qualifications

  • Bachelor’s degree in Business and/or Administration or in relevant field required;
  • Demonstrated experience in a procurement capacity required, with at least 5 years working on USAID-funded Projects;
  • Prior background in the award and administration of subcontracts;
  • Strong knowledge of USAID contract management.
  • Prior management experience strongly desired, with the ability to manage and mentor staff.
  • Fluency in French and English is required;
