POSITION SUMMARY: The Kazakhstan Procurement & Administrative Associate will support the procurement and administrative functions of safe migration and countering trafficking in persons and children projects implemented by Winrock International in Kazakhstan. Under the direction of the project management, they will ensure compliance and proper documentation of all steps in procurement, including solicitations, delivery, inspection, and acceptance, payment initiation, inventory control, loss control and strict adherence to Winrock and donor rules and regulations. The Procurement & Administrative Associate will also support asset and inventory management and general administrative functions. ESSENTIAL REPONSIBILITIES: Procurement and Logistics Support Manage and process project procurements in accordance with U.S. government rules and regulations and Winrock procedures and policies, including coordination of purchase requisitions, preparation of requests for quotation documents, receiving and reviewing of quotes, evaluations and selection recommendations, due diligence, preparation of purchase orders/service agreements, conveying finance officers’ requests for payments. Coordinate with project management on developing quarterly procurement plans. Assist in organizing staff travel such as airline/bus and hotel booking for domestic travels. Maintain thorough, sound, and organized records of all procurement documents and transactions. Maintain trackers for procurement and vendor/consultants’ contracts. Assist in drafting contracts for local experts and consultants. Provide logistical support by coordinating project related training, workshops and other events and visits. Update and maintain inventory records, identify discrepancies, and recommend reconciliation actions and report to home office. Conduct periodic physical inventory count of project assets. General administration Assist Branch Director to ensure project operations contracts updated. Assist Finance team to prepare monthly vouchers. Assist in the day-to-day office operations, including the occasional delivery/sending of documents, routing of applicable documents to staff, and meeting with suppliers and service providers. Support general office operations and upkeep. Perform other duties as assigned. QUALIFICATIONS: Education: Bachelor’s level degree or equivalent in management, business administration, or relevant field. Work Experience: At least two years of experience in administration and procurement Experience implementing complex procedures related to program administration preferred. International NGO and USG-funded project experience preferred. Skills: Ability to work in team and have good interpersonal communication skills. Strong attention to detail Good Microsoft Office skills (Word, Excel, Outlook, Teams). Has good office organizational skills Excellent written and spoken English skills.
