Job description

The programme Good Financial Governance 3 aims at improving citizen-centred service delivery, financial sustainability and accountability in municipal governance. The programme, which runs until 09/2026, is embedded in the German Development Cooperation Programme Public Finance and Decentralisation in Mozambique. At the national level, policy advice is provided to the Ministry of Administration and Public Service and an inter-ministerial task force in the drafting and implementation of a National Urban Development Policy. At the sub-national level, the programme strengthens municipalities in four provinces (Inhambane, Nampula, Niassa and Sofala) in increasing own revenue, planning, budgeting and expenditure as well as HR, internal control, urban planning, administrative and basic service delivery.

Your tasks

Conceptual design of advisory approach regarding climate-resilient, participatory urban planning and citizen-oriented basic service delivery, together with the officer responsible for the commission, including the setting up of a municipal innovation fund Technical lead and coordination of development workers and national staff Advisory services to all programme team members and counterparts, in particular municipalities, the Municipal Association and national level Ministries Ensure effective coordination with other thematic coordinators and the 4 provincial coordinators Policy advisory services to national level counterparts on the development of the national urban policy Facilitate learning and capacity development in climate-resilient, participatory urban planning and citizen-oriented basic service delivery based on relevant national and international experiences Actively promote the use of digital means in the thematic area, while actively bridging the digital divide Coordinate international and national consultants Promote synergies and coordination with other projects and programmes of German Development Cooperation and international partners

Your profile

University degree (Master) in urban planning and management Many years of professional experience in the field of urban planning and management, in particular in support of local governments in developing countries or emerging economies Several years of experience in working with cadastral systems, digital geoinformation and urban planning systems Proven policy advisory experience and professional networks in the area of urban development at national level Excellent conceptual, analytical, verbal and written communication skills with partners and stakeholders at different levels and in various intercultural settings Ability to achieve results and meet deadlines in an effective manner, maintaining a high-quality standard throughout Ability to coordinate and provide orientation to diverse teams, also at a distance Business fluent in German and English, fluent in Portuguese or alternatively Spanish
