Field of Expertise Requirements

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

A first-level university degree in police administrative courses in relevant field and specialized subject areas

Experience:

Minimum 6 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

Mission Specific Requirements

Additionally, this particular post has specific requirements:


Mandatory:

Relevant and proven professional experience in Security Sector Governance and Reform (SSG/R), preferably in emerging democracies; Relevant policy-level experience in Police Reform, with particular focus on human rights-based and democratic policing, including a sound understanding of community policing concepts; Proven working experience in project management, including planning/development, implementation, monitoring, evaluation/controlling and reporting; Previous working experience in a programmatic/strategic planning role and budgeting; Professional fluency in oral and written English and the ability to draft documents clearly and concisely; Flexibility and ability to work under pressure and with limited time frames; Working experience in fundraising, donor coordination, and ability to maintain an active relationship with national counterparts (governmental and non-governmental) as well as other international organizations; Relevant working experience in field missions; Ability to operate Windows applications, including word processing and e-mail; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Desirable:

Ability to provide leadership and motivation with strong supervisory skills; Working knowledge of the Russian and/or Tajik languages would be a strong asset; Experience in negotiation/mediation; Experience of working in the Central Asian region and/or knowledge of the region.

Tasks and Responsibilities

Under the direct supervision of the Head of the Politico-Military Department, the successful candidate will be tasked with the following duties:

Overseeing the development and implementation of the Police Reform process in the country; Ensuring that all activities under his/her portfolio are under strict compliance with the standards of the organization, universal standards and best practices on human rights; Establishing and maintaining effective working relations with the respective state authorities and other non-state actors in the host country; Establishing co-operation and co-ordinates activities with other international partners in Tajikistan; Organizing, co-ordinating, implementing and monitoring all projects under his/her portfolio related to police assistance and organized crime-related activities; Assisting the relevant authorities of the host country in strengthening the democratic control of law enforcement agencies and rule of law standards in line with applicable OSCE commitments and best practice; Actively supporting the Strategic Police Matters Unit of the Secretariat in Vienna to identify, develop, co-ordinate, implement and monitor OSCE activities in the field of police assistance and organized crime; Evaluating current status of organized crime and police legislation in Tajikistan; Producing analytical reports on developments in Tajikistan, as assigned; Supervising seven national staff members and consultants as required; Performing other duties as required.
