Context:

Under the overall supervision of the Deputy Chief of Mission (DCOM) and the direct supervision of the Transition and Recovery Coordinator of IOM Cox’s Bazar, Bangladesh, the successful candidate will be responsible and accountable for supporting the formulation, design, planning, implementation monitoring and evaluation of projects related to social cohesion and security in IOM targeted areas of intervention.

Core Functions / Responsibilities:

  1. Support the development of concept notes, project proposals and strategies by providing

technical inputs on community security, conflict prevention, access to justice, media engagement and hate speech mitigation (with the aim to develop a holistic multi-pronged medium-term strategy contributing to strengthening social cohesion and addressing key driving factors of inter-communal conflict and protection risks).

  1. Contribute to the development a comprehensive framework and tools for a systematic context-specific social cohesion strategy, to promote the strengthening of the protection and peaceful coexistence among refugees and host communities.

  2. Contribute to context analysis in both refugee camps (and camp-like settlements) and host communities in Teknaf and Ukhia Sub-Districts to inform IOM protection and transition programming and the development of future interventions.

  3. Monitor security trends and conduct conflict sensitivity assessments oversee the design and implementation of community policing project and coordination with law and order institutions.

  4. Draft policy briefs, position papers, talking points, and other such documents for IOM senior management for engagement within the Organization, and externally with government, UN agencies, the diplomatic community and donors based inside and outside of Bangladesh.

  5. Support management, monitoring, evaluation and reporting of ongoing social cohesion and community security projects.

  6. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Peace and Conflict Studies, Political or Social Sciences, Social Work or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• A minimum of five years of experience in the field of conflict analysis, conflict transformation, conflict prevention, peacebuilding, protection and humanitarian response;

• Experience in emergency operations, humanitarian law, protection of civilians and liaison with other UN and non-UN humanitarian actors;

• Experience in community policing and community engagement projects;

• Knowledge of the region and/or country is an advantage;

• Strong strategic analysis capacity, writing skills and organizational and planning skills.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Internationally recruited professional staff are required to be mobile.
