  Job Purpose and Organizational Context

With the \" EUROELECT-H Project: Support the Electoral Cycle in Honduras for Transparent and Peaceful Elections\", UNDP Honduras seeks to improve the efficiency and credibility of the electoral system in the country, in addition to increasing citizen participation. This project focuses on inclusion, accountability, and conflict prevention, promoting the participation of groups traditionally discriminated against in Honduran society.

Specifically, EUROELECT-H will implement a series of activities aimed at strengthening the institutional capacities of electoral bodies, improving transparency mechanisms and promoting a culture of peace and dialogue among the various political and social actors. Through trainings, awareness-raising campaigns and strategic partnerships with civil society, the project aims to create a more inclusive and democratic electoral environment, ensuring that all voices are heard and respected in the electoral process. 

In this context, UNDP is looking to hire a Peacebuilding and International Partnerships Specialist to support the implementation of the EUROELECT-H Project. The Specialist will be responsible for fostering and managing strategic international partnerships, peacebuilding initiatives, and ensuring effective collaboration with stakeholders. This role includes designing and implementing strategies for conflict prevention, facilitating dialogue among diverse political and social actors, and enhancing international cooperation. The objective is to strengthen the project's impact, promote a culture of peace, and ensure a transparent and inclusive electoral process in Honduras.

The Peacebuilding and International Partnerships Specialist will work in the EUROELECT-H Project to Support the Electoral Cycle for Transparent and Peaceful Elections in Honduras 2024-2026, located in the United Nations Development Programme (UNDP) Honduras Country Office. The project is established with the objective of strengthening the electoral and democratic process in Honduras through actions and activities focused on 4 key thematic areas: 1. Capacity Building; 2. Gender equality and inclusion; 3. Transparency; 4. Culture of Peace 

These actions will focus on improving the managerial and technical capacities of the electoral institutions from a gender mainstreaming perspective; improving the participation and inclusion of citizens in the electoral process, particularly in promoting women’s electoral and political participation; increasing the credibility, responsibility and transparency of the electoral bodies, and; facilitating mechanisms for the prevention and/or  transformation  of conflicts and promoting a culture of peace with a gender perspective. 

From that perspective, the project aims to implement a series of activities under a comprehensive approach that contributes to strengthening capacities and preventing conflicts related to electoral institutionalism, thereby improving key aspects such as continuous improvement, inclusion, citizen responsibility, and a culture of peace. As a long-term consequence, these contributions will promote the realization of peaceful, inclusive, transparent, and credible elections in Honduras.

In particular, the project seeks to achieve the following outcomes:

Outcome 1: Electoral bodies and relevant public institutions have improved their electoral operational strategies, integrity, and accuracy of electoral processes in the exercise of their mandates integrating a gender mainstreaming perspective. Outcome 2: Underrepresented groups of populations (women, youth, LGBTIQ+, afro descendants, Indigenous people, people with disabilities and internally displaced people) lead processes of inclusion, culture of peace and democratic participation at the political level, aimed at strengthening democracy and non-violent conflict management.

To this end, the project will implement an electoral cycle approach 2024-2026, covering the 2025 electoral process, which aims to support the country in a sustained and systemic manner, meaning to promote a comprehensive approach to continuous improvement, including the periods between elections.

The Peacebuilding and International Partnerships Specialist will be tasked with providing support to relevant national stakeholders in the design, implementation and evaluation of relevant activities framed within the four key thematic areas previously identified. Key tasks include acting as the primary liaison with international partners such as, United Nations Agencies (UNA), European Union (EU) and implementing partners, as well as provide assistance to the project by implementing international best practices and lessons learned relevant for the project and supporting for national partners accordingly.
 

Duties and Responsibilities

The Peacebuilding and International Partnerships Analyst will contribute to the following tasks:

Capacity Strengthening:  Provide support to the design, implementation, and evaluation of project activities across all four key thematic areas in support to national stakeholders. Specifically, support will be provided for content development, general coordination and planning, operational support, procurement, and financial assistance of implemented activities conducted by the EUROELECT-H Project. In the framework of the provided support, it may be required to conduct in and out of country missions. Inter-Agency Coordination: Foster UN inter-agency collaboration with UN Women, by facilitating the implementation of activities as well as the organization and conduct of meetings, workshops, and collaborative sessions with UN Women, both domestically and internationally, to ensure a cohesive approach to project activities and goals. The Specialist will regularly share updates, progress reports, and relevant information with the concerned UN agencies, as needed, fostering transparent communication and alignment on the implementation of activities. EU liaison and Communication: Act as the primary point of contact between the project team and the EU representatives, ensuring clear and consistent communication channels are established and supporting the project communication activities. The Specialist will notify EU counterparts on project progress, milestones achieved, challenges faced, and upcoming activities. This includes preparing and sharing reports, presentations, and other communication materials while fostering and maintaining positive relationships with EU representatives, addressing their inquiries, seeking feedback, and exploring potential collaboration opportunities. Knowledge management: Ensure the EUROELECT-H Project is aligned with international standards and is implemented leveraging the most effective strategies, integrating the latest United Nations' and other globally recognized best practices and lessons learned in areas such as electoral assistance, peacebuilding, digital solutions, gender equality, and more. This role includes conducting a comprehensive review of successful methodologies and approaches, adapting these insights to guide the implementation of the EUROELECT-H Project, ensuring its compliance with established international benchmarks, and promoting innovation in electoral assistance, peacebuilding initiatives, gender equality measures, and related domains. Digital Innovation and tools: Explore and implement digital tools and innovations to enhance transparency, participation, and conflict prevention in the electoral process through the SAT platform. Additionally, contribute to efforts aimed at reducing the digital footprint of fake news by empowering the iVerify platform. The Specialist will also be responsible for supervising new and ongoing digital platforms in collaboration with electoral organizations. Conflict Mediation and Resolution: Provide training and support to local mediators and peacebuilders. To serve as a mediator in conflicts or disputes arising during the electoral process, working closely with relevant stakeholders to facilitate peaceful resolutions.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The IPSA 9 Peacebuilding and International Partnerships Specialist will perform his/her duties under the overall guidance of the UNDP CTA Elections.

  Required Skills and Experience
  Education:
Advanced university degree (master’s degree or equivalent) in political science, international relations, international security, development studies or a related area is required, or A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with additional two years of qualifying experience will be given due consideration in lieu of master’s degree. Experience: 2 years (with master´s degree) or 4 years (with bachelor´s degree) of relevant experience in project and/or partnerships coordination. Required skills:  Experience in designing, coordinating, and implementing peacebuilding and elections-related projects.  Proficiency in the usage of software packages (MSWord, Excel, PowerPoint, Outlook). Knowledge and experience in relevant thematic area. Desired skills:  Experience conducting missions in conflict, post-conflict, and fragile environments, preferably with the UN/UNDP. Experience in contracting and coordinating consultancies (individuals or companies), preferably with the UN/UNDP. Experience working on digital platform development will be considered an asset. Experience in conducting trainings, workshops, or capacity-building initiatives related to elections, conflict prevention, or digital solutions. Knowledge of international frameworks related to elections and peacebuilding. Experience coordinating and reporting on EU funded projects and working with different agencies of the United Nations system.  Experience working on governance development questions with the UN/ UNDP in different countries and regions. Experience working on matters of peacebuilding and electoral assistance in Honduras is an asset. Required language (s):   Fluency in Spanish and English is required. Knowledge of other UN language is an advantage.  

Travel:

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.
