Organizational Strengthening Director, USAID/Georgia Data-Driven CLA Project, Tbilisi, Georgia

Proposal Objective:
SI is preparing to put together a proposal response for an anticipated five-year project to enable data-driven decision-making and evidence-based collaborating, learning, and adapting within and amongst USAID/Georgia and its implementing partners to improve program management and development impact.

Expected release date of the proposal is December 2023, with an anticipated award date of spring 2024.

Position Description:
Social Impact is seeking a full time Organizational Strengthening Director to oversee and guide on all tasks related to capacity building, organizational strengthening, and organizational development for USAID/Georgia.

This is a full-time position for the duration of the activity, and will be based in Tbilisi, Georgia, contingent upon contract award.

Responsibilities:

  • Oversee implementing partner (IP), USAID/Georgia MEL, and CLA capacity strengthening tasks to encourage collaboration and systematic learning. This includes strengthening skills required for the new ways of doing business that emerge as a result of implementing the Mission’s Country Development Cooperation Strategy (CDCS).
  • Advise and guide on best practices in human resources management processes, including developing knowledge retention and transfer practices for USAID/Georgia onboarding and offboarding.
  • Design and develop training and capacity building sessions, including development of the annual Georgia 101 training course for new USAID/Georgia hires and incoming staff.
  • Develop a paid internship for Georgian youth at USAID/Georgia.
  • Provide and/or arrange for individual and group coaching and mentoring to help USAID/Georgia staff improve organizational performance.
  • Organize and facilitate regular organizational development pause and reflect sessions at the mission, leadership, and office level.
  • Design and facilitate participatory processes in which USAID/Georgia teams and expanded teams (including IPs and other stakeholders) assess, develop and/or learn about new and/or improved programmatic and operational approaches and processes.
  • Seek and take advantage of opportunities to strengthen USAID/Georgia’s capacity to undertake organizational development efforts.
  • Conduct assessments, data analysis, direct stakeholder engagement, and other learning exercises to gauge readiness for organizational changes, acceptance of organizational change, gaps in performance, etc.
  • Facilitate USAID/Georgia’s knowledge and understanding of cutting-edge organizational development research so that staff are making informed choices in deciding on approaches, strategies, etc.

Qualifications:

  • Master’s degree in organizational development, change management, business administration, social science, or other relevant field.
  • At least eight years of experience developing and conducting organizational development activities for organizations, donors, clients, and partners.
  • Demonstrated ability to develop and execute/oversee the delivery of organizational change management support processes as well as experience in providing group coaching to strengthen staff skills.
  • Adequate past performance in organizational development, adult education, coaching, and/or staff counseling successes.
  • Satisfactory past performance in organizational development, adult education, coaching and/or staff counseling successes.
  • Demonstrated skills in building, mobilizing, and leading multidisciplinary teams.
  • Excellent communication and interpersonal skills.
  • Previous experience supporting USAID-funded contracts in a similar capacity preferred.
  • Familiarity with USAID’s objectives, approaches, and operations, particularly as they relate to evaluations, is a plus.
  • Fluency in spoken and written English is required; and professional proficiency in Georgian is preferred.
