The duty SOC Operator is the primary point of contact for emergencies for UN staff and support UNDSS managers during her/his shift of duty.

Under the overall guidance of the UNDSS Security Advisor and the direct supervision of the UNDSS Deputy Security Adviser, the Security Operation Center Operator will manage and operate the SOC on 8 hrs daytime shifts.

The SOC Operator must be familiar with the UN Security SOPs, directives, communication procedures and ensure that the Radio Room section of SOC is fully functional. SOC Operator is to maintain up to date database of agencies staff Warden lists, national LEA’s and emergency responses services, international organizations and diplomatic community.

The SOC Operator must demonstrate high level of verbal communication skills, in-depth knowledge of modern communication and IT technologies like: mobile smart 4G telephony, satellite telephony, GPS technology, HF and VHF radio communication, internet, social media and digital maps. She/he is to display basic knowledge topography and map reading. The SOC Operator is be client-oriented personality displaying high sense of responsibility, courtesy, allegiance to UN core values and the ability to work in the international multilanguage environment.

Under the overall guidance of the UNDSS Security Advisor and the direct supervision of the UNDSS Deputy Security Adviser, the SOC Radio Operator will carry out the following duties:

  • Receive telephone calls and reply personally to queries of the staff when possible;
  • Maintain an up to date database with agencies staff and Warden lists, LEA’s, emergency responses services, international organizations and diplomatic community as well SOC ‘s in neighboring countries.
  • Maintain chronological files and folders for all incoming e-mails and radio messages,
  • Actively monitor open media sources, mass media articles, online news, related to important political events, relevant safety security environment
  • Compile daily comprehensive opens source media review and ensure timely delivery of the content/information to appropriate parties like UNDSS Managers, ASFP and SMT
  • Transmit, receive, record and deliver messages by HF, VHF radios, telephone, e-mail, web/mobile, SMS application and satellite phone.
  • Select the most efficient and cost-saving means for transmission of messages, taking into consideration nature and priority of the information to be transmitted;
  • Maintain electronic log where all occurrences related to the operation of the SOC are entered
  • Keep of all info confidentiality of all information and files gathered in SOC.
  • Protect integrity of data base, occurrence logs, staff lists etc.
  • Maintain radio discipline in HF and VHF networks. Ensure unauthorized communications are not exchanged on the network;
  • Ensure all equipment under his/her responsibility are in good working condition, submitting requests on prompt repairs/replacement when required and keep recording of the requests/receipts;
  • Conduct regular VHF radio checks with UN staff in Dushanbe and update/submit result reports;
  • Conduct regular HF radio checks with SOC’s neighboring countries. Use satellite phones as alternative means. 
  • Conduct staff head counts using e-TA application.
  • Coordination of deployment of ERT (Emergency Response Team) as SMT decision 11 April
  • Coordination of case of MEDEVAC / CASAVAC from the region and response for medical emergencies within Dushanbe
  • Keep track of field / road missions outside duty stations and maintain the Movement Control Electronic Log;
  • Keep SOC Room neat with handover updates ready for the next shift;
  • Assist in preparation of UN Tajikistan Identification Cards

Education:

MANDATORY REQUIREMENT   -          Secondary education. University degree as an asset.

Experience:

MANDATORY REQUIREMENTS - Minimum two years of experience in relevant field, preferably in UN or international organizations, diplomatic missions, police or army.

DESIRABLE REQUIREMENT - Solid computer skills, experience in working with mass media source, situational awareness.     

Language Requirements:

Excellent command of spoken and written English, Russian and Tajik languages.
