Background:
The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.
Originally established in 1997, today, the Presence’s activities range from arms control and the fight against trafficking to electoral assistance; anti-corruption initiatives; gender mainstreaming and environmental projects; human rights protection; legislative, judicial, and media reform; and the capacity-building of law enforcement officials.
A new vacancy for a National Project Officer, NP2 has arisen in the Electoral Reform Unit within the Democratization Department, in the Extra Budgetary Project \"Support to Electoral Reform and Processes in Albania”.
Working with limited supervision and substantial independence, the National Project Officer is responsible for coordination of project activities, provision of technical advice on project implementation modalities and the planning and conduct of potential programmatic activities in the relevant field of expertise, where required after clearance by the Project Manager and/or Programme Manager and in co-ordination with other OSCE Presence in Albania’s executive structures and external partners.

Necessary Qualifications:
First-level university degree in law, political science, public administration, international relations or a related field. Advanced degree (Masters or equivalent) would be an asset. A minimum of four years of professional-level experience in project management, preferably in an international environment Demonstrated experience in planning, implementing and managing donor-funded projects,
Remuneration Package:
According to the fixed OSCE salary scale, this post is classified as NP2, subject to National Social Security as per Albanian Law. OSCE salaries are exempt from taxation. Appointments are normally made at step 1 of the applicable OSCE salary scale.
