Background

Malaysia has ratified the United Nations Framework Convention on Climate Change (UNFCCC) on July 13, 1994. As part of the obligations under the UNFCCC, non-Annex I parties such as Malaysia are required to submit a National Communications once every four years and a Biennial Update Report (BUR) once every two years. BURs provide updates on actions undertaken by a Party to implement the Convention, and contains updates of national Greenhouse Gas (GHG) inventories, including a national inventory report and information on mitigation actions, needs and supports received.

Malaysia’s BUR reports provide continuous and solid climate data which act as a key tool and evidence to assist in the national decision-making process on climate change.

Malaysia is currently in the process of preparing its Third Biennial Update Report (BUR3) for submission to the UNFCCC in 2020. The BUR3 report will build upon other reports submitted by Malaysia to the UNFCCC, namely the First and Second Biennial Update Reports and the First, Second and Third National Communications.

The Third Biennial Update Report will focus on five components, (a) Institutional arrangements and national circumstances, (b) Greenhouse gas inventory report, (c) Mitigation action and their effects, (d) Constraints and gaps, and related financial, technical and capacity needs and support, and (e) Preparation and submission of the BUR2 including the project’s monitoring and reporting.

The development of the Third Biennial Update Report is being supported through a UNDP-GEF project which is implemented by the Ministry of Energy, Science, Technology, Environment & Climate Change (MESTECC). The expected outcomes of the project are:

  • Institutional arrangements strengthened, information on national circumstances updated;
  • National GHG inventory strengthened and described and inventory data updated;
  • Increased capacity in identifying and quantifying mitigation actions and their effects, and in monitoring, reporting and verification of climate data;
  • Constraints and gaps, and related financial, technical and capacity needs and support identified; and solutions for addressing the needs proposed; and
  • Development, publication and dissemination of the BUR3 report.
Duties and Responsibilities

The National Project Manager (NPM) will support the project management functions of the project, including managing the administrative and financial requirements and ensure achievement of project results and outpus. He/she will also be responsible for providing technical oversight and advisory services in the design of activities and initiatives, and technical oversight for the consolidation of the draft and final BUR3 report. He/she is expected to assist in the writing and development of the draft and final BUR3 report. The NPM will also plan and manage the technical resources relevant to project needs.

1. Project Management (40%): Manage the administrative and financial requirements, and ensure achievement of the project results and outputs:

  • Manage and coordinate the implementation of project activities to ensure the maintenance of quality and timeliness, and delivery of outputs
  • Report regularly to the National Steering Committee, Technical Working Committee and Project Management Unit through the National Project Director (NPD) on the project’s progress, including the preparation of necessart reports and presentations
  • Maintain close contact with the designated focal point from UNDP and other stakeholders, indicating any estimated changes to the work plan, and proposing a budget revision when appropriate
  • Prepare the annual work plan (AWP) and budget of the project and its timely submission to the NPD
  • Work closely with key stakeholders in the drafting and preparation of relevant Terms of Reference (TOR) for local and international consultants
  • Monitor the project budgets, funds and resources according to the UNDP guidelines
  • Prepare progress and financial reports of the project when required, and execute the monitoring and evaluation requirements as stated in the Project Document
  • Monitor the project progress against the Annual Targets as stated in the Project Document
  • Maintain an up-to-date accounting system to ensure accuracy and reliability of financial reporting
  • Being actively involved in the preparation of relevant knowledge products (including publications and reports)
  • Chair the monthly progress meetings with the consultants / component managers
  • Coordinate inputs for the BUR website and other portals relevant to the project progress

 

2. Technical Advisory (40%): Provide technical oversight and advisory services in the review of consultancy’s deliverables and the development of a combined draft and final report

  • Ensure technical soundness of project activities, achievement of outputs and outcomes and quality and cost effectiveness
  • Manage and technical review of the output of the consultants to ensure accuracy and quality assurance/ quality control
  • Serve as peer reviewer and contribute to the consultancy deliverables and draft and final report related to the project
  • Lead the consolidation, editing and completion of the various chapters of the BUR3 report especially  the chapter on National Greenhouse Gas Inventory
  • Manage technical resources towards the delivery of the draft and final BUR3 reports
  • Provide support to the International Consultation and Analysis (ICA) process of the BUR reports if needed, including:
  • Technical input in drafting and finalizing comments for the Technical Analysis of the BUR (TTE) by a team of experts, and
  • Support for the Facilitative Sharing of Views (FSV) workshop
  • Provide advise in streamlining other ongoing work on reporting/ transparency implemented by UNDP and MESTECC, to avoid achieve synergy with the development of the BUR3 report

3. Strategic Partnership (20 %): Lead networking at the national and international level and form partnerships with relevant stakeholders to advance the project objective

  • Build and strengthen partnerships with other projects/initiatives for the purpose of achieving national achievements
  • Foster partnerships with private and public companies, federal and state government agencies and civil society organisations, and data providers related to preparation of the BUR3 report
  • Represent the project and participate in relevant internal and/or external (coordination) meetings representing the project
  • Liaising and working closely with the project partners and beneficiaries

This is a senior-level position which requires strict technical competency on the subject matter and solid coordination skills in working with government stakeholders.

This position is based in MESTECC, Putrajaya, Malaysia.

DURATION AND TIMELINE

This consultancy will commence from 1 February 2020 until 31 December 2020 (11 months contract), with the possibility of extension.

TERMS OF PAYMENT

The fee will be paid on a monthly time sheet completed with description of tasks, certified by the UNDP supervisor. UNDP will make payments based on the actual number of days worked.

ORGANISATIONAL CONTEXT

 

The NPM will be under the supervision of the Programme Manager at UNDP Malaysia, in consultation with the National Project Director (NPD) at the Ministry of Energy, Science, Technology, Environment & Climate Change (MESTECC). The NPM will work in close collaboration with the UNDP Programme Manager and the UNDP country office on administrative and financial matters.

Required Skills and Experience

Education

  • Master’s degree or equivalent in Science, Engineering, Environmental Economics or any other related disciplines
  • Bachelor’s degree with more than 10 years of working experience in lieu of Master degree may be considered

 

Experience

  • At least ten (10) years of working experience
  • Knowledge of the UNFCCC national communications or biennial update reporting processes and in the formulation of national GHG inventories is a must
  • Experience in scientific and analytical reporting or reviewing of policies or policy formulation related to climate change in the national global context
  • Experience in UNDP / GEF project management procedures and its reporting processes is an advantage
  • Project management experience with government and industries will be an asset
  • Candidate must be able to multitask and work independently
  • Excellent writing and communication skills in English and Bahasa Malaysia

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
