    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is $ 44,286 (US Dollar) yearly.

    Introduction

    Mozambique is a member of the International Labour Organisation (ILO) since 1976 and has ratified 19 ILO Conventions and two Protocols, including eight Fundamental Conventions (out of ten) and the Protocol to Forced Labour Convention No. 29, all encompassed by the ILO Declaration on Fundamental Principles and Rights at Work, 1998 (hereinafter the 1998 Declaration). International Labour Standards (ILS) in general, constitute an important tool towards achieving social justice (the ILO core mandate) and need to be reinforced in the country, in particular the Fundamental Conventions.

    Despite their ratification, much remains to be undertaken to ensure a country-wide implementation of these instruments. Besides being part of its commitments as Member of the ILO, this is a response of the Mozambican Government to the Southern African Development Community (SADC)’s calling upon its member countries to improve their compliance with ILOs’ eight fundamental Conventions. The comments made by the ILO Supervisory Bodies - the Committee of Experts on the Application of Conventions and Recommendations (CEACR) - attest to the challenges remaining, such as the need to adopt an action plan to counter trafficking in people, as well as the need to revise several labour legislative provisions. Efforts will be geared towards an improved implementation and ratification of the Fundamental Conventions as they contribute to fighting poverty and exploitative conditions of work. Such efforts are particularly topical in the post-COVID-19 context, characterised by economic uncertainty and job precariousness, where social rights are at particular risk for erosion.

    The maritime sector merits particular attention in light of Mozambique having the 4th longest coastline in Africa, extending for over 2,400 Kilometres, with more than 60 percent of Mozambican population living in coastal areas. Mozambique has seen both imports and exports increasing during recent years, with port demand greatly increasing since 2013. Most of the goods are channelled by sea. Trade between the EU and Mozambique is about €2 billion annually, where Mozambican exports to the EU include aluminium and raw cane sugar. Thus, the maritime sector plays an important role in the Mozambican economy and the project will pay heed to it. With the ratification of the Maritime Labour Convention, 2006, as amended (MLC, 2006), and registered with effect from 25th of May 2021, Mozambique became the 98th country to ratify it, and the 22nd country in Africa to formalize its international commitment to the instrument. The support provided by the project in the ratification of the MLC, 2006 (as per the amendment), and now in the implementation has been key and has met the highest level.

    The Project has benefited since 2022 from a voluntary contribution from the Government of Finland, enabling to supplement the activities in the following areas: i) reinforcing the implementation of International Labour Conventions; ii) strengthening the capacity of the labour inspection to actively contribute to the national processes to comply to ILS; iii) promoting responsible business conduct through engagement and dialogue with private sector; and iv) encouraging awareness in the area of the just transition and the green economy and their link with ILS.

    Further to the above, it is worth mentioning the EU and PALOP-TL Cooperation, or simply the group PALOP-TL, formed by five Portuguese-speaking African countries, namely Angola, Cabo Verde, Guinea-Bissau, Mozambique and São Tomé & Príncipe, and Timor-Leste. EU’s focus is in promoting a \"Governance Initiative\" that looks to reinforce democratic, social and economic governance. In 2022, Mozambique and Cabo Verde have initiated joint activities through the translation and adaptation of ILO MNE Declarations materials into Portuguese, that led to an online training module on Corporate Social Responsibility and the ILO Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy (MNE Declaration) as amended.

    The achievements made by the project during its first phase of implementation (Jan 2021 – June 2023) are steppingstones for the future actions that the Mozambican Tripartite Constituents intends to build on, from July 2023 onwards, in the different pillars of intervention.

    The ILO Country Office for Zambia, Malawi and Mozambique seeks to recruit a National Project Coordinator (NPC) to support implementation of interventions under the “Trade for Decent Work 2.0” which aims at contributing towards improving the application of the ILO fundamental Conventions in European Union (EU) trading partner countries through improved labour relations and working conditions.

    Reporting lines

    Under the overall responsibility and the direct supervision of the ILO Lusaka Country Director for Zambia, Malawi and Mozambique, in collaboration with the International Labour Standards Department (NORMES) in Headquarters. In addition, on a daily basis s/he will work in close cooperation with existing projects in Mozambique and the region (i.e. the MozTrabalha Project) to seek synergies. In the running of the project, s/he will receive technical guidance and support from technical departments in headquarters (NORMES, ENTREPRISE, GREEN), from ITC/ILO where necessary, as well as the Specialists in DWT/Pretoria.

    Description of Duties

    The main will focus of this role is supporting the country in its efforts to improve its implementation of the Fundamental Conventions, with a specific emphasis on child labour, enriched by work to assist the implementation of the MLC, given the importance of the maritime sector. Special attention will be paid to the sustainability dimension through provision of training of trainers on the core Conventions and the MLC. The second component will focus on promoting the ILO Tripartite Declaration on Multinational Enterprises and Social Policy. Communication and daily work with constituents will be in Portuguese. Working and reporting to the ILO units and project donors will be in English exclusively.

    Below are the specific responsibilities of the job:

    1. Coordinate the activities in Mozambique in conformity with project objectives, in close collaboration with the ILO CO-Lusaka, technical units in HQ under the lead of NORMES, ILO DWT Pretoria, ILO focal point in Mozambique, relevant ILO specialists in headquarters, the Ministry of Foreign Affairs of Finland, the EU Delegation in Maputo, and ILO constituents.
    2. Prepare an annual workplan for the project, monitor the implementation of the project and adopt changes in course of action if required. This includes the preparation of regular update reports on the progress of the project (reviewing and analysing progress concerning the objectives of the project), annual progress reports, as well as the final report of implementation. During implementation, this also includes identifying potential difficulties early on and finding solutions to ensuring timely fulfilment of all obligations and timely delivery of the project outputs, and also requires, for the establishment of the final report, the maintenance of a reference system for all project documents;
    3. Organize conferences, seminars, workshops, training sessions and meetings (including gender mainstreaming) and support the organization of any project monitoring activities, as appropriate. Draft agendas and minutes for/of these events in consultation with the CO-Lusaka & DWT Pretoria. Participate as a resource person in these events by preparing speeches and intervening in discussions, with technical backstopping from the DWT-Pretoria, with a view to strengthening the capacities of the ILO constituents and other partners in the area of International Labour Standards, inter alia, child labour, forced labour, maritime law and the MNE Declaration;
    4. Support the follow-up to the Recommendations agreed upon in the Action Plan to give effect to the CEACR comments and liaise with concerned stakeholders to this effect, in close collaboration with the ILO Standards Specialist;
    5. Draft terms of reference for consultants or service providers, as required for the implementation of the project, and monitor the work of service providers to ensure timely output;
    6. Support training activities (including gender mainstreaming) and identify or adapt training materials to the national context for capacity-building and knowledge sharing and participate in the production of publications.

    7. Ensure project visibility and communication at the national, regional and international level, including through the appropriate media and web channels, in compliance with the project communication and visibility plan;
    8. Organize the publication and dissemination of various project outputs; ensure the quality of such outputs, including through the editing of project materials. Draft press releases and local news releases, official correspondence, statements and speeches and other public information material. Contribute information (news, project updates) to the various ILO knowledge sharing platforms;
    9. Participate actively in periodical coordination meetings via skype/phone with colleagues in the DWT-Pretoria and Geneva;
    10. Ensure speedy follow-up of financial and other administrative procedures in accordance with relevant procurement and financial rules in coordination with the Finance Unit in Lusaka. Assist in the programming and control of resources, prepare budget estimates and expenditure forecasts by analysing and monitoring the situation of resources as compared to planned activities and making recommendations for remedial action where necessary;
    11. Keep him/herself informed, and inform the Office, in particular the International Labour Standards Specialist, of discussions related to labour standards and labour law in Mozambique,
    12. Perform other related duties in the interest of the project and the ILO, as assigned.

    Required qualifications

    Education

    First level university degree in law, international relations, social sciences, labour relations or related field and strong knowledge on development issues particularly in Mozambique. An advanced degree will be an asset.

    Experience

    At least three years of experience in the Government, Labour focused NGO or Workers’ and Employers’ organizations in a relevant area, such as labour law, human rights or labour administration.

    - Professional experience in international project management. Experience working with international organizations or the donors.

    - Knowledge about Maritime sector is an asset.

    - Prior experience working in similar projects in Mozambique is considered an advantage.

    Languages

    Excellent command of English and good working knowledge of Portuguese (written and oral).
