Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 64,266 (BAM) yearly as in the UN Salary scale.

    Introduction

    This position is currently advertised subject to the final confirmation of the resources being made available for this project and signing of the agreement with the European Union.

    1. Introduction

    The position is located in Sarajevo, Bosnia and Herzegovina, as part of the ILO Decent Work Team/Country Office for Central and Eastern Europe (DWT/CO-Budapest). DWT/CO-Budapest provides technical support and guidance related to the ILO agenda in 19 countries of Central and South-Eastern Europe (for more see www.ilo.org/budapest).

    “EU4Education in Bosnia and Herzegovina” is a project funded by the European Union. The overall objective is to improve responsiveness of education to the labour market needs. The main component of the Action focusses on the development of occupational and qualification standards. This is complemented by the development and mainstreaming of programmes on entrepreneurial competences in VET schools (as part of the EU ENTERCOPMP framework) and the development of VET teachers’ competences in the area of e-Pedagogy (as part of the EU DIGCOMP framework) of teachers. Both components aim at strengthening institutional capacities of educational authorities and VET schools and to promote the replicability of those actions after the end of the project.

    The National Project Coordinator oversees project implementation and provides technical guidance to the project team and beneficiaries.

    2. Reporting lines

    The National Project Coordinator reports directly to the Senior Skills and Employability Specialist and works in coordination with the ILO Decent Work Technical Support Team and Country Office for Central and Eastern Europe in Budapest (DWT/CO-Budapest). Cooperation with the relevant ILO HQ departments will be required. The Project Manager guides and supervises work of other project team members.

    Description of Duties

    1. Lead the project timely implementation, monitoring and evaluation through management functions, including provision of technical and administrative supervision to the project team in line with the ILO policy, rules and regulations and according to the final project document and work plan. Responsible for the effective administrative management of the project, including guidance and supervision of the personnel assigned to the project.

    2. Contribute proposals for programme/project implementation and serve as national programme advisor. Monitor progress by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness. Identify problems, propose solutions and action and follow-up with relevant stakeholders.

    3. Provide or ensure access to policy advice to the government and the social partners on issues related to the effective implementation of the Action.

    4. Ensure the delivery of quality technical inputs, including qualitative and quantitative research in line with ILO core conventions.

    5. Maintain close cooperation and coordination with government, employers' and workers' organizations in the planning and implementation of activities under the project.

    6. Establish and develop knowledge management system covering technical activities under the project including other economic and social issues of relevance to the project.

    7. Represent the project in various fora, under the guidance of the Director of the ILO Decent Work Team in Budapest.

    8. Develop and maintain strong links with ILO specialists within the ILO Decent Work Team in Budapest, other colleagues in the field and HQ on specific technical areas requiring comprehensive and collaborative interventions.

    9. Periodically report, monitor and facilitate the evaluation of all project’s components according to the project’s document and work plan. Prepare required technical progress reports and ad hoc reports on the status of project planning and implementation for submission to the ILO and the donor.

    10. Ensure high-level communications to increase project’s visibility at the national and international levels.

    11. Other related duties as assigned by the DWT/CO-Budapest Director.

    Required qualifications

    Education

    Education: First level university degree in education, economics, social sciences, or related field and strong knowledge on development issues particularly in TVET in Bosnia and Herzegovina.

    Experience

    At least six years of experience in working in technical cooperation on TVET in Bosnia and Herzegovina and three years of experience in project management, supervision, administration and implementation of TVET initiatives (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports to the project donor). Experience in the development and application of occupational and qualification standards is considered a strong asset, as well as in management of the EU funded projects. Technical requirements: Professional expertise in the area of Technical Vocational Education and Training (TVET), management of TVET systems and the development of TVET programmes and latest approaches to didactic principles, economic and social policies. Knowledge of the policy making processes. Knowledge in the area of entrepreneurship training and / or e-Learning didactics is an asset.

    Languages

    Excellent knowledge of the Bosnian/Croatian/Serbian language and excellent knowledge of English.

    Competencies

    • Ability to understand and effectively work with Government, workers and employers’ organizations, non-government organizations, UN agencies and international development cooperation agencies.
    • Ability to conduct action-oriented research and write analytical technical reports in English.
    • Ability to conduct policy discussion and high-level political processes.
    • Ability to maintain good working relationships with all project stakeholders.
    • Good communication skills, both written and verbal.
    • Ability to interpret and work within applicable rules, regulations, policies and procedures.
    • Clear commitment to mainstream gender into project activities.
    • Ability to lead and work in a team and good interpersonal relations.
    • Ability to train and guide personnel.
    • Ability to work under time pressure and meet deadlines.
    • Ability to work in diversified environments.
    • Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office
    • Ability to work independently with a minimum of supervision.
