    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    Introduction

    The mission of the International Labour Organization (ILO), as part of the United Nations, is to improve the access to decent and productive work in conditions of freedom, equity, security and dignity for men and women. Its mandate is to promote rights at work, encourage the creation of decent jobs, develop social protection and strengthen social dialogue in the search for solutions to the problems of the world of work.

    The position is located in the Technical Cooperation Project Team of the Integrated Fair Recruitment Programme, Phase 3, a global project with several country components including Ghana. The project is managed in a decentralized manner by the ILO Country Office in Abuja (covering Ghana) under the overall coordination and technical guidance of the Fundamental Principles and Rights at Work Branch (FUNDAMENTALS) and the Migration Branch (MIGRANT) at ILO headquarters in Geneva.

    The Integrated Fair Recruitment Programme (FAIR) was created in 2015 as a comprehensive ILO programme funded in its first two phases by the Swiss Development Cooperation (SDC), in order to contribute to the promotion of fair recruitment practices globally and in specific migration corridors in North Africa, in the Middle East and South Asia. FAIR has achieved significant results in promoting fair recruitment practices for migrant workers, through engaging with public services and private sector actors. FAIR is currently the ILO's only global programme dedicated to the implementation of the ILO's Fair Recruitment Initiative (FRI).

    The third phase of FAIR will be implemented in Tunisia, Côte d'Ivoire, with a focus on the migration corridor from Côte d'Ivoire to Tunisia, Tunisia to the Middle East and Gulf countries, and Ghana (corridor to the Middle East), in the Lesotho corridor to South Africa, as well as at the global level.

    The position will be based in the ILO Project Office in Accra, Ghana.

    The NPC works under the direct supervision of the Director of the ILO Country Office in Abuja, and under the strategic and technical supervision of the FAIR Project Chief Technical Advisor (CTA) in Geneva (FUNDAMENTALS Branch) and the Technical Officer (MIGRANT Branch). The CTA of the FAIR project also plays a role in reviewing the performance of the NPC.

    Description of Duties

    The National Project Coordinator will be responsible for the implementation of the activities planned in Ghana in the framework of the FAIR III Project.

    Planning and coordination
    1. Review and analyse national development priorities and plans on labour migration, forced labour and fair recruitment, as well as socio-economic data, reports and other relevant information.
    2. Facilitate the establishment of the national committee of the FAIR project, phase III, according to the composition defined in the project document.
    3. Ensure, in collaboration with the Abuja Country Office, a regular and effective exchange of information and consultation, and where appropriate coordination, with the national authorities, the social partners on the planned activities and their objectives.
    4. Plan project activities in the country, in close collaboration with the project team at headquarters (Geneva), other FAIR country teams as relevant, regional technical advisors, and the national project committee in Ghana.
    5. Coordinate the implementation activities with key national stakeholders, ensuring coordination with colleagues and stakeholders concerning the selected migration corridor as applicable.
    6. Ensure effective coordination to exchange timely financial, technical and administrative data with the programme and finance units of the Ghana office, and the project team in Geneva.
    7. Follow up with the Regional Office, ILO constituents and other organizations to accelerate project implementation and achieve objectives.
    Management and control
    8. Create project management and monitoring tools (e.g., work plans) for the FAIR project in Ghana, monitor the progress of the project and contribute to donor reports.
    9. Ensure the organized management of all project documentation, as directed by the project management and the monitoring and evaluation officer.
    10. Oversee the programming and control of resources, prepare budget forecasts and expenditure estimates by analyzing and monitoring the status of resources in relation to planned activities and making recommendations to management for corrective action.
    11. Supervise the administrative and financial assistant of the project in his/her duties of administering the decentralized budget for Ghana, drafting requests for budget revisions, and managing expenditures in a timely manner.
    12. Draft terms of reference for consultants and service providers, monitor their work, ensure timeliness and approve payments.

    13. Conduct missions to project sites as required.
    Technical advice
    14. Develop the research and publications under the FAIR project. Adapt training materials and other resources to the national context to build capacity and share knowledge.
    15. Keep abreast of institutional and academic publications dealing with recruitment, forced labour and labour migration, and seek synergies with ILO and other ongoing projects.
    16. Serve as a resource person at technical workshops and strategy meetings at the national level.
    Communication
    17. Communicate effectively on the objectives, activities and results of the project, preparing documents, periodic reports and information for the ILO project webpage, as well as for other ILO digital platforms (such as the ILO Fair Recruitment webpage).
    18. In close collaboration with the Communications Officer of the Country Office in Abuja, ensured the visibility of the project by drafting press releases, official statements and other public information materials, as well as being active on social media (e.g., blogging, sharing information via Facebook and Twitter).
    19. Ensure communication with the project's donors based in Ghana and provide the necessary information in a timely manner.
    20. Perform other duties as assigned by line managers.

    Education

    Undergraduate degree in economics, social sciences or related field and good knowledge of development issues, particularly in Ghana.

    Experience

    A minimum of three years of experience in project management, supervision, administration and implementation of grant/cooperation agreement requirements.
    Experience working in the field of migration and/or human rights or labour law, forced labour, human trafficking, or in a relevant field at the national level.

    Languages

    Fluency in English. Knowledge of Local Languages will be an asset.

      o Ability to lead high-level political discussions and processes.
      o Good written and verbal communication skills to successfully advocate and mobilize actions to promote the fair treatment of migrant workers.
      o A clear commitment to integrate gender into project activities.
      o Ability to lead and work in a team and good interpersonal relationships.
      o Ability to train and guide staff.
      o Ability to work under time pressure and meet deadlines.
      o Ability to work in diverse environments.
      o Proficiency in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office.
      o Ability to work independently with minimal supervision.
      o Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviours and attitudes
