Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

ILO Country Office for Bangladesh, with funding from Global Affairs Canada, has launched a new project entitled: 'Leaving No One Behind: Improving Skills and Economic Opportunities for the Bangladeshi Community and Rohingya Women & Youths in Cox's Bazar.' It is designed based on the combined experience, mandates and values of specific development and humanitarian organizations in responding to the forced displacement of Myanmar Rohingya people in Cox's Bazar, Bangladesh, from 2017 onward.
The Programme is built on an alliance of ILO, UNHCR, IOM, UNDP, where ILO and UNDP will work in the host community and UNHCR and IOM in the Rohingya Camps, that will combine their expertise and experiences in refugee protection, livelihood, skills development, and self-reliance for the Rohingya Refugee and host communities.
The programme interventions aim to improve the resilience and self-reliance of Rohingya refugees and enhance the economic empowerment of vulnerable host communities through skills and livelihood development programmes ensuring employment and decent work. It will provide support through skills and entrepreneurship development for the vulnerable refugees and host communities using ILO tools and methodologies to improve their livelihoods and enhance the peaceful co-existence of the refugee and host community.
The incumbent will work in collaboration with UNDP and BRAC and local implementing partners. The incumbent will provide technical support and guidance to the programme team and partners, including Industry Associations, OSH training providers, Business Development Services (BDS), workers, MSMEs to implement the enterprise development and value chain development related activities in Cox’s Bazar district.
Reporting lines
The incumbent will work under the direct supervision of the ILO CXB Head of Sub office, work closely with the CXB National Programme Manager – Skills and receive technical guidance and advice from the SME Development Specialist of ILO Co-Dhaka and other relevant technical Specialists at ROAP and HQ.
S/he will be responsible for effective management, coordination, planning, implementation, and monitoring of the enterprise development activities of the programme as per ILO programme implementation guidelines, and administrative and financial procedures, specifically, the incumbent will:
1. Programme management and technical cooperation
Advanced university degree (equivalent to Master) in Economics/Business Management/social sciences /Development Studies or other related areas.
⦁ Minimum 5 years of relevant work experience in Project management, managing economic livelihoods and market system development projects, value chain development, entrepreneurship promotion at national level.
⦁ Good knowledge of market systems development approaches, policy making processes, macro issues of economic development and job creation
⦁ Providing substantive and technical leadership on designing and developing economic livelihood programmes in fragile and crisis contexts.
⦁ Substantial work experience with government/local government entities, private sectors, and civil society.
⦁ Familiarity with ILO policies, technical programmes, UNJP modality and reporting system will be an advantage.
Excellent proficiency both written and oral in English and Bangla.
⦁ Demonstrated knowledge of the Market systems development, private sector development, and entrepreneurship development system in Bangladesh.
⦁ Proven competencies on excellent networking, advocacy and interpersonal skills and ability to negotiate with tripartite constituents and stakeholders at all levels.
⦁ Proven leadership, management, coordination, and organisational skills.
⦁ Ability to work in a multicultural environment and demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
⦁ Excellent computer/information application skills, including word processing, excel, PowerPoint, etc.
⦁ Strong written and oral communication and presentation skills.
⦁ Ability to produce quality reports.
