The Position:

Under the overall responsibility of the UNFPA Representative of the Sudan Country Office, the overall
program supervision of the deputy representative and direct supervision and day to day support of the
UNFPA head of GBV program unit, the GBV program Analyst assists the overall programmatic and
technical support in Gender-Based Violence (GBV) programming prevention and response in the
humanitarian crisis in Sudan to ensure quality GBV are being implemented to enhance the safety, health
and wellbeing of women and girls. This support will be done in close cooperation with health, psychosocial,
protection and legal sectors to ensure that survivor’s needs are met.

Job Purpose:

The GBV program Analyst assists the overall programmatic and technical support in Gender-Based Violence (GBV) programming prevention and response in the humanitarian crisis in Sudan to ensure quality GBV are being implemented to enhance the safety, health and wellbeing of women and girls. This support will be done in close cooperation with health, psychosocial, protection and legal sectors to ensure that survivor’s needs are met.

You would be responsible for:

Overall, the GBV program Analyst will be responsible for the technical and programmatic support to
UNFPA supported implementing partners to implement GBV prevention and response programming based
on the national and international guidelines including the IASC GBV minimum Standards for GBV
programming in Humanitarian settings. The staff will work closely with a variety of stakeholders including
GBV field staff, national and international UNFPA partners and government counterparts to implement
GBV prevention and response program activities including adequate response to GBV survivors.

I. Partnerships and Coordination:
 Act as the main focal person for GBV program interventions focusing on Youth and the capacity
development efforts to the women-led organization to ensure grassroot level GBV service deliveries
points are expanded to community-based organizations.
 Coordinate with All UNFPA partners and field GBV staff to establish and maintain a forum for
learning, exchanges of ideas and experiences and standardizing the GBV program interventions.
 Coordinate with youth and WLO focal persons to ensure the inclusion and engagement of youth
and women-led organizations (WLOs) in UNFPA projects by providing capacity building,
strengthening networking opportunities, and supporting initiatives led by youth and women.
 Collaborate with UNFPA field offices, the GBV subsector, and other stakeholders to ensure
effective coordination of activities at all levels.
 Participate in various coordination platforms representing UNFPA and ensuring integration and
visibility of UNFPA mandate areas as assigned by the head of the unit.

II. Technical Support and Programming:
 Support in the fund management for different GBV; particularly projects of focusing on Youth and
Women-led organizations and other humanitarian funds. This includes the support of proposal
development, planning of activities, distribution, and allocation of fund to IPs, ensuring the timely
and high-quality implementation of project activities, coordinating project monitoring, reporting,
financial management, and maintain awareness of budget and expenditure.
 Provide technical support as needed to implementing partners to undertake multi-sector GBV, joint
FGM/CM projects and GBV and SRH integrated interventions and contribute to support local
capacity to strengthen national mechanisms for Prevention and Response to GBV and harmful
practices.
 Contribute to the adaptation and implementation of GBV SOPs, guidelines and implementation
plans introduced by the unit.

Ensure that UNFPA IPs are implemented GBV program activities based on the agreed UNFPA’’s programmatic and financial policies and procedures.
 Provide technical support as needed to implementing partners to undertake multi-sector GBV and SRH integrated interventions and contribute to the development of local capacity to strengthen national mechanisms for Prevention and Response to GBV.
 Facilitate capacity building trainings on GBV prevention and response related topics for both UNFPA and IP staff and contribute to the effective implementation of Capacity building strategy.
 Providing technical support and guidance to Implementing Partners (IPs), provide Regular and close follow up with partners in the field and liaise with counterparts in all aspects of planning, programming, implementation, and review.
 Support development of proposals and engage in resource mobilization efforts to support joint programming and strengthen coherence in programme delivery.

III. Monitoring, Evaluation and Reporting:
 Analyzes and reports on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools, and introducing new mechanisms and systems.
 Act as the main GBV program focal person for leading the development and submission of reports to the reporting specialist.
 Identifies constraints and programmatic challenges and recommends corrective action.
 Contribute to and support the humanitarian response in Sudan including supporting the ongoing projects, responding to immediate needs, and providing technical and operational support to field offices and implementing partners and ensuring.
 Monitors projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels and coordinates timely delivery of quality project and financial reporting and ensures adequacy with finance and activities.
 Undertakes regular monitoring missions and meetings with relevant actors including project partners in assessing the GBV trends, patterns and advises on the prevention and response strategies.
 Collect and compile programme activity information, evaluating progress toward achievement of programme outcomes.
 Prepare periodic progress and annual reports addressing UNFPA’s Result Based Management approach, Donor’s requirements including substantive analysis of related issues and way forward.
 Provide the M&E officer with the relevant information and best practices regarding GBV program to be shared with the key partners and donors.
 Undertake any other relevant responsibilities and tasks as assigned by her/his supervisor.

Qualifications and Experience:

Education:

Advanced Degree in social science, political science, gender, humanitarian affairs or other relevant areas.

Knowledge and Experience:

Advanced Masters degree or 2 years of experience for bachelor degree in area of gender-based violence in emergencies and practical experience in engaging with youth program interventions and report writing skills.

Languages:

Fluency in oral and written English and Arabic.
