Background

The OSCE Presence in Albania is supporting the Ministry of Interior to develop a methodological assessment on the potential of municipal natural capital (MNC) in Albania. The need to establish and implement a MNC aims to mobilise existing and new sources of funding for the local government and develop an investment plan for the future. The aim is to broaden the range of potential sources of investment by first understanding their municipal natural capital. Today, many different parts of society receive benefits from natural resources without paying for them. However, there are ways in which revenues can be generated, and as a result mechanism can be developed that attract a wider range of private sector and alternative sources of investment. To support this new initiative, the Presence will develop a methodology which will analyse the MNC in Albania—including energy (oil, natural gas, and coal), minerals, agricultural land (cropland and pastureland), protected areas, and forests (timber and some nontimber forest products) and pilot it in one of 13 partner municipalities of the Local Governance Platform. The selection of the pilot municipality will be based on the fulfilment of pre-set criteria such as relevance, data availability, local willingness to implement, necessary infrastructure. There are three main steps to any municipal natural capital assessment, (i) the creation of an asset register for a site, that describes the extent and type of habitats, (ii) the estimation of the level of ecosystem services provided by the natural capital (physical flows), and (iii) the monetary valuation of the benefits provided by the ecosystem services (monetary flows). In this context, the department seeks to engage a national governance expert to develop a methodological framework, collect necessary data, drafts the methodology and present in two workshops.

The national governance expert will work in parallel with two (2) more national experts for this task, one economist and one environmental and ecosystem expert, however with clear separated tasks. The coordination and tasks synergy will be led by the OSCE Project Manager.

Objective

The Local Governance Unit, under the Governance in Economic and Environmental Issues Department, is supporting the local government of Albania to develop a multi-disciplinary methodology on municipal natural capital in Albania which will be scalable and replicable.

Methodology of the analysis

The methodology includes desk research, meetings and workshops with all relevant stakeholders, such as Ministry of Interior and Agency for the Support of Local Self-Governance and discussion with OSCE Project Manager.

Tasks and Responsibilities

Task 1. Draft the methodological framework of the Municipal Natural Capital (MNC). The expert will conduct in depth research from external resources to establish the methodological framework of the assignment. Among the key resources to be referred, but not only is the World Bank Report on Wealth of Nations 2018 methodology, the Municipal Natural Asset Initiative (MNAI), Performance Assessment Report in Albania 2018,2019, 2020. Based on the in-depth review, the expert will develop an outline of the methodology which will include the type of data to be collected, the sector to be included from: minerals, energy, forestry, ecosystem, agricultural land, various rents, protected areas which will then guide the work of the environmental and economist expert. The outline will be delivered within 10 days after contract signature.

Task 2. Carry out data collection and analysis process for the MNC. After the methodological framework is agreed with OSCE Project Manager, the national governance expert will meet with relevant stakeholders in consultation with the OSCE Project Manager, to collect the necessary required data, collect preliminary inputs from the Ministry of Interior, Ministry of Economy and Finances and the Agency for the Support of Local Self Governance. This task will be conducted in two weeks' time after the date of approval of the methodological framework by the Project Manager.

Task 3. Drafting the methodology. The national governance expert will incorporate the technical inputs from the economist expert and the environmental expert in the draft Municipal Natural Capital methodology. The draft document will be an easy-to-use guide which will help the national authorities to use it at local level. This task will be completed by 15 May 2021.

Task 4. Present the final draft of the methodology in two peer-review workshops. The expert will prepare a power point presentation and share with OSCE Project Manager 4 days ahead of the activities take place. He will attend and deliver a power point presentation of the draft methodology into two peer-review workshops. The first workshop will be organized with the participation of Ministry of Interior officials, the Association of Albanian Municipalities, Association for Local Autonomy, Albanian Extractive Industry Transparency Initiative and the Agency for the Support of Local Self Governance and Ministry of Finance. The second peer-review workshop will take place with representatives of donor community, local governance stakeholders and experts. The meetings shall be organized by the OSCE Presence in Albania during May - June 2020. The comments and feedback received during the two workshops will be incorporated into the final MNC methodology not later than 1 week after the delivery of the second workshop, in any case no longer than 30 June 2021.

Note: All the deliverables will be done in Albanian language.

Necessary Qualifications

  • An Advanced Degree in Social Science/ Governance, political studies, or public administration fields. (mandatary) - A minimum of seven years of work experience as researcher/consultant/expert/practitioner in the field of local governance in Albania; (Mandatory) - Extensive knowledge on Albanian legislation, in the framework on National Tax Law, Mining Law; Local Tax Law; and/or on Local Self-Government Finances Law; (Mandatory) - Knowledge and/or previous experience working in the framework of municipal natural capital, natural resources will be an added advantage; (Desirable) - Excellent communication, drafting and presentation skills in Albanian (Mandatory)

Remuneration

The payment for this consultancy will be in line with OSCE applicable rates.
